Tackle cable theft from the other angle

We continually hear about cable theft and how it is debilitating everything around us and costing us all a fortune in lost time, lost contracts, lost wages and the cost of repairs.

I realise that to patrol or police every cable installation is impossible, but why can we not attack it from the other end? Where is all this stolen copper being sold and to whom? There must be hundreds of thieves but there cannot be that many buyers or processors.

Why can we not close down the trading in copper by scrap dealers? I know they will bleat that it is their livelihood, but it is mostly illegal, so close it! Where are the yards selling it locally or exporting it? Close down the export of copper, shut the door!

Is this is possible, and if not, why not?
