More time for your ideas for CBD

Developers will now have more time to draught proposals for the development of the unfinished freeway in the foreshore and the area under it.

The City of Cape Town announced the new date, 9 February, following a request to postpone the deadline.

“The City’s bid specification committee considered the requests and has subsequently agreed to extend the submission date for all proposals from 8 December to 9 February,” says Brett Herron, Mayco member for transport.

The City issued the prospectus for the development in July. The area consists of a strip of City-owned land that is located under and between the existing and unfinished highways between the city’s northern edge and the harbour.

Over 100 investors and developers have shown interest since July, says Herron.

“I am confident that the new deadline will provide those interested in bidding for this project with much-needed time to come up with innovative proposals and solutions.”

The City will make the land available to the successful bidder for development in return for the provision of road infrastructure that will resolve the future of the unfinished highways, address current and future traffic congestion, and address the lack of access to and from the CBD.

Developers have been instructed that any proposals must include an affordable housing component (“‘Unlocking’ the CBD”, People’s Post, 19 July).

“A pivotal requirement for prospective bidders is that their development proposal must provide housing opportunities for a diverse cross-section of income groups. A percentage of this development must be earmarked for affordable housing opportunities – either within the foreshore freeway precinct itself, or on other sites supplementary to the core development area in the CBD,” says Herron.
