Tariff increase doesn’t add up

In June I bought R200 electricity for which I got 171 units plus 25 free making a total of 196 units or an effective R1.02 per unit or R1.17 per unit without the free units.

In July I bought R200 electricity for which I got 108 units plus zero free units or an effective R1.85 per unit or an increase of 81.4% or 58.1% without the free units.

In the June issue of City News (the City of Cape Town’s monthly newsletter) it states on page 3: “The electricity tariff increase is 8.1%”

Trying to contact the City meets the call centre brick wall. The website is so convoluted that it could be improved with a simple flow sheet. I am not exactly numerately illiterate but no number gymnastics can get me to 8.1%.

Please, please, is there any one out there who can help me understand this?
