Municipality adopts service delivery pillars

RAY Nkonyeni municipality has adopted eight pillars of service delivery to guide the performance of the municipality in its mandate to serve the people under its jurisdiction.

At its strategic planning session management was satisfied that the pillars of service delivery adopted during the period of the previous council from 2011 to 2016, had been largely fulfilled. These were to instil maximum discipline, maximize productivity, create centres of service excellence, maintain a clean audit outcome and speeding up service delivery.

Building on this success the municipality has resolved to adopt a further eight pillars to entrench its position as the game changer for South Coast development. These will be operational in the current term until 2022. They are:

• Finalisation and adoption of vision 2036 plan

• Aggressive revenue enhancement

• Participation / benefitting of the historical disadvantaged individuals/ communities in the spend of the municipality

• Developing electricity infrastructure master plan

• Centralisation of administration through office precinct for office based employees

• Parking solutions in the Port
Shepstone CBD

• Identifying and packaging municipal land for catalytic projects

• Developing roads infrastructure master plan

The pillars are adopted in recognition of the fact that the municipality exists to serve the needs of its community, but to do so it must be in a stable and sustainable financial position.

Furthermore, it has to ensure that its infrastructure is efficient and sufficient for present and future use. To this end partnerships are being sought with among others, development finance institutions in order to assess current and future capacity. The municipality must also respond to the prevailing societal issues and therefore, must align itself towards implementing government policy positions, in particular those that seek to effect radical economic transformation for the benefit of historically disadvantaged individuals.

However, for these plans to succeed the municipality must also has to ensure that it has maximum internal efficiencies for effective service delivery, which makes it incumbent to review the issue of centralisation of office space.

The overall intention of adopting these pillars is to ensure that the municipality continues to serve the working class and the poor in particular, and indeed all citizens as enshrined in Section 152 of the Constitution.

As the Municipal Manger said, “the officials of the municipality must re-focus their energies to assist the municipality to fulfil the rationale for its existence”. — Supplied.
