OUR newly approved vision, which is in line with our new five-year Integrated Development Plan, stipulates that by 2035, Ugu District Municipality will provide adequate access to basic services in an efficient and suitable manner, enhancing the quality of its citizens in an inclusive progressive economy.

The achievement of this vision is tied to the practise of transparent fiscal management and adherence to strict administration processes.

And in light of this, our municipality started the new calendar year with the appointment of a new chief financial officer (CFO), Mkhululeni Simon Dlamini, who has entered into a five-year service obligation contract with the municipality ending in 2023.

Dlamini’s appointment was announced at the recent sitting of Council on January 25, and he commenced his services as the general manager: Treasury, with effect from February 1.This appointment is a result of the municipality’s ongoing organisational review strategy aimed at accelerating service delivery.

As Council, we resolved that Dlamini be appointed in the post of the CFO.

His track record bared testimony to his skills, which led to his appointment.

On behalf of Council, we wish to congratulate and welcome Mr Dlamini as he hits the ground running.

Some key areas of performance for the CFO include the following.

• Provide strategic leadership in the budget and Treasury office of the municipality.

• Provide support during the preparation of the municipality’s IDP and SDBIP’s to ensure effective and efficient performance.

• Formulate creative solutions to enhance cost-effectiveness in the delivery of services and the administration of the municipality.

The appointment of the CFO follows after the municipality achieved a qualified audit outcome and while we are in preparation for a clean audit outcome for the next fiscal year.

The achievement of a clean audit requires consolidated corrective measures and a plan with time frames has been developed by the municipality which will seek to address and clear all the issues raised by the auditor-general.

We are confident that the CFO’s skills and knowledge of local government and strict financial practises will have a positive impact in the municipality’s campaign of a clean audit 2017/18 fiscal year.

We wish him well in his responsibilities and we hope that together we will be able to take this municipality to greater heights.
