Ugu tables 2016/17 draft budget

UGU District Municipality has tabled its draft budget for 2016/17 financial year at a recent sitting of full council on Thursday. The total consolidated municipal budget presented for the coming financial year is more than R1.3 billion.

The capital budget of more than R368 million has been allocated to deal with key municipal strategic focus areas which include, among others­, social, economic, asset management and rehabilitation of municipal infrastructure. And an increased operational budget of more than R960 million has been allocated with the main cost driver of this allocation being for delivering water and sanitation services.

This draft budget has captured, among other factors, the country’s current financial situation and also considered the imminent exorbitant Eskom tariff increases, the volatile rand, sluggish economic growth, high rates of unemployment and uncertainty of fuel prices.

This draft budget also seeks to institute financial discipline through cost cutting and setting revenue targets that need to be achieved to ensure a financially sustainable municipality.

The 2016/17 draft budget also seeks to advance the municipality’s mission statement of providing access to sanitation and to quality drinking water in an effort to improve the lives of our communities.

The municipality has set the water and sanitation tariff increases at 5.7% across the board, which is a clear commitment from the municipality of ensuring that all communities have access to these inherent human basic services.

This is a people-centred budget tailored for the community of the district­ hence the draft budget will be taken to communities during the IDP/budget road shows where communities will be afforded the opportunity­ of providing input before the adoption of the budget by council.
