5 appear in East London fraud case

Johannesburg - Five people, accused of fraud and corruption, appeared in the East London Magistrate's Court on Wednesday, the Hawks said.

Two former Buffalo City municipal employees, Zonwabele Plata, 58, and Simphiwe Gwana, 44, were granted bail of R5000 each, Hawks spokesman Captain Paul Ramaloko said.

Another former employee, Wendy Magekeze, 44, was not given bail.

Ramaloko said Magekeze was serving a six-year-term in East London prison for fraud related to tenders. She was convicted and sentenced in January.

Plata and Gwana were managers at the solid waste management sector in the municipality, while Magekeze was the director.

The three former Buffalo City municipal employees allegedly awarded a tender worth R28m to Casalinga Investment Trading for collecting waste in 2007.

"They awarded that tender without following proper procurement procedures," Ramaloko said.

Two directors of Casalinga Investment Trading, Lilian Naicker, 46, and Samukelisiwe Ndelu, 45, were granted bail of R20 000 each. Ramaloko said they would be back in court on 16 March.
