Johannesburg - "People who write open letters are not inviting people for discussion."

This was ANC secretary general Gwede Mantashe's response when approached for his thoughts on a letter economist Dawie Roodt wrote to all South Africans about why he will not emigrate.

Roodt was seriously injured when armed robbers held him and his family up at their Pretoria home.

In the letter, titled "I choose the greater fear - A letter to my fellow South Africans – all of them", he laments government bureaucracy and how the country is deteriorating, before detailing a three-point plan on how things could be improved. Read the full letter here.

Mantashe said the ANC was always open to having discussions with anyone but not through an open letter.

"They are in a publicity stunt and I don't engage such people," he said.

"The letter was not directed to us, it was directed to everyone."
