ANC alleges Cape Town tender corruption

Cape Town - The ANC in the Western Cape has levelled allegations of corruption against a Cape Town tender for the decommissioning of the Athlone Power Station, it was reported on Thursday.

The Cape Times reported that the provincial African National Congress raised concerns on Wednesday over the fairness in awarding the R11m contract to Aurecon.

"The same company who was awarded the contract to do the feasibility study and the same person who drafted the tender document was awarded the tender," ANC councillor Bheki Hadebe said.

"Where is the competitiveness in the department of supply chain management if you can become the referee and the player?"

Cape Town Mayor Patricia de Lille reportedly said she would launch an investigation into the matter.

The Athlone Power Station was commissioned in 1962 and fired by coal. Its two cooling towers were demolished in 2010.

      I doubt DA was in control when that feasability study was done or the go ahead. I really laugh it comes out that they themselves orchastarted the demolition before the DA came to control that process. It'll be an international joke. But as usuall nothing will be done and the comrade will get a golden handshake.

      Focus on the issue at hand, not this drivel!!! If you want to fight corruption you must not look at who is wearing which hat. That is just stupid!!! Let the accusations be tested and proven otherwise.

    Let the anc see the list of tenders and projected costs then. It will shut the criminals up. Think the anc will let the DA see everything to do with the e-toll BS ? Not likely....can see zuma eye's shut ,repeating to himself "must hide corruption,must hide corruption"

    Why do they deccommision Power Stations while theres a power shortage at the same time they build power stations and Return others to service really I dont understand. Can someone tell me, is this the goverments idea?

      You have to understand some facts, to put things in perspective. 1) Athlone power station could generate at best 180MW - The newer power stations e.g. Medupi generate 4800MW. 2) Athlone is ancient technology so even in its prime the running cost per MW was far greater than that of a newer station. 3) Athlone was ancient and falling apart, to keep such a station running and to repair it as needed is incredibly expensive. Keeping this and various other factors in mind (Such as how badly old outdated stations pollute) it really would have made little sense to keep it running. Much like how when you are clearing a building site of rubble it makes more sense to buy a truck then it does to try and refurbish a 50 year old VW beetle that you already own...

      Two reasons, firstly a power station boiler has a maximum life of 30 years, after this it has to be completely revamped, not sure of the life span of the rest of the PS ie turbines and cooling pumps etc, eventually it becomes impracticle to maintain and revamp any further due to high maintenance costs.

      The Athlone Towers were also structurally unsafe (and repairing the structure was not viable).

    Cape Town is only learning how to be corrupt from the ANC when they "ran" the City. At least,if this happened as Bheki Hadebe has said,is he unhappy because he did not have a friend who got the tender so that he could get a lot of money?

    Something doesn't add up? Aurecon are engineering consultants ie. they dont do the actual work, the contractor does it. R11million is thier fee to do the consulting work which would be include inspecting the structures, draft tender documentation etc. What seems weird is they are not mentioned anywhere in this article?

      Wiaszee, please don't spoil ANC spin with facts! Tried as I did, I could not find any link between Knight Piesold Consulting (who did the consulting) and Jet Demolition (who did the work), and nowhere is any mention of Aurecon in the COCT website.

    What's new, all the provincial work goes to Aurecon and BKS (previously advantaged stakeholders), major sponsors of the DA. Nothings changed under the new regime.

      Muneeb, you may wake up one day and realise that previously advantaged stakeholders are often the only ones that 1. do the job for a reasonable, market related price 2. have qualified people in place to do the job properly and 3. do the job properly and not the way that BEE companies have built RDP houses. We call it competence. I sincerely hope this clears things for you or else I can try to spell it out for you the way I would explain it to a four year old.

      Functionality criteria is simply a way for the City of Cape Town and others to perpetuate tender allocation. The City has just awarded another tender to a company in another province! Where is regional development? Well the local companies are already so well developed they now look toward developing companies from other regions.

    ROFLMAO! Meanwhile, back at the ranch, the ANC government yesterday refused to cancel an ILLEGALLY-AWARDED tender for no less than R10 BILLION for paying out grants! A court handed down that judgement of illegality in the award! Under the ANC and it's fellow travellers this country and it's politics has become a sick joke.

Reality is that white owned companies in the Western Cape are getting all the provincial work just as black owned companies are getting all the work in ANC run provinces. Corruption happens at allocation stage, so how does the competent execution of a contract justify the improper and unlawful award thereof? Or should the cart be placed before the horse simply because it's the Western Cape? old!!!!
