ANC councillor held over rape

Johannesburg - An ANC councillor was arrested on Tuesday after he allegedly raped a 13-year-old girl, North West police said.

Brigadier Thulani Ngubane said the girl and her friend were walking back from a sports ground on Saturday when the 45-year-old councillor gave them a lift.

He allegedly said he needed to draw money at Makapanstad, but instead drove to Hammanskraal and withdrew the money there.

He then bought the girls food and made a braai.

"It is alleged that after the braai the councillor promised to take the 13-year-old minor and her friend back home to Sutelong village in Bedwang, near Mmakau," Ngubane said.

"Allegations further state that while the suspect was driving he stopped his car and ordered the victim to accompany him to the nearby bushes, where he raped her."

They both got back into the car afterwards and he allegedly drove them to a nearby dam, where he raped the 13-year-old girl again.

"The victim managed to escape at the dam and she went home and informed her mother," Ngubane said.

The girl's mother reported the incident on Monday.

The councillor was expected to appear in the Themba Magistrate's Court on Friday.

    No disrespect to the victim and the rapists should be brought to book but with SA leadership example? I say ANC should be voted OUT in the next elections! They as a whole are no example and it just goes to show what power can do? They fought for freedom from the so called bad regime but look at our beautiful country, or what's left of it? Now if this young baby whose innocence has been violated is God forbid pregnant, as per ANC law, she may have a legal abortion? Imagine a young baby given a 'mandate' to murder an unborn soul by government? This is sick! This man should have his face splashed over local and international news!     The anc will say that the man acted in his own capacity and had nothing to do with the 'organization' as such. However, who does he hang around all day and who influences his life the most? ..     There's no exactly words to describe this pathetic behavior from such grown ass and high profile person who uses his money to take advantage of the disadvantage, however as parents we should take this act and use it as tool to educate our kids - This young girls, first they accepted a lift from totally stranger, they agreed for him to drive with them not to the direction of their home but they went to buy braai kit maybe even liquor, they agreed to go with him into the bush where he raped her and walk with him back to the car and drove off to another location where he raped her again - this was mistake, we must educate the kids not to do this

    As I said on many occasions, it's about time political office bearers get screened before they occupy them offices. Yes but they were screened prior to elections by screening committee. I know what you just said. Those were not screening committees because it was just a group of self-appointed cronnies who would stop at nothing to see their preferred candidates get the place. Until smoking screen committees are not mistaken for screening committee, service delivery and declining moral stature, not to mention the image of the beloved ANC, will forever remain the devil around.

    The sordid acts of your members are very much representative of the ANC's integrity, or lack thereof - how can anyone with a mother, wife, or sister prey upon and have such low regard for women, or any other human. I am also very much struggling to understand why if so many South Africans are adamant about being fed up with the pervasive violence currently destroying the country; and if there is any credence to the belief that the ANC has failed the country, why are you not doing something substantive and productive about it? Do you not know where the highest ranking members of the ANC live and work – if so, why are you not peacefully assembled in mass outside their homes or businesses? Is no one able to obtain the phone numbers and email addresses of the ANC members – if so, why are you not badgering them with phone calls and more emails than their mailboxes can contain? Additionally, governments understand and respect economics – why don’t all of you assemble a peaceful movement and refuse to go to work; or refuse to spend your money at the businesses SA most relies upon to sustain itself? Because judging from the daily reports of senseless violence, as well as the ever-increasing racial disharmony and pervasive lack of respect for human life, merely venting, swearing, and spreading hate to only those who read your blogs is not bringing about much change.

Why is this not splashed over the front pages of the newspapers and TV screens like we had for Anene? Where is our President who launched the #Stoprape pledge campaign in Mitchells Plain? We forget too easily, and so, many a perpetrator go scott free. If this was MY 13yr old daughter the ANC would be planning a funeral and I would be on trial for murder!!!

      But why does it have to be YOUR daughter, and why wait until it is your daughter - I mean do you feel 100% confident sending your daughter out to school or anywhere else (the cops are corrupt, the ANC councilors are committing rape, teachers asking little girls to sit on their lapse, elderly farmer home minding her own business, siblings taking a bike ride, the list goes on and on). What makes you so certain your daughter cannot be touched by this sordid epidemic of violence? Call the ANC President out in an open letter demanding answers about the StopRape Pledge; start a chain email that goes viral, or post a global social network message that goes viral. Demand more objective reporting and investigative journalism from the SA media outlets!

      @Sophie, I agree with you 100%. I dont have daughters but I don't even feel confident sending my sons out on their own. All or most of the things you have mentioned has already been said and done. Mostly to secure political gain and never really for the sake of the victim/s and their families, and therefore my reply that people forget so easily. In my personal opinion, the root of most of these crimes are dysfunctional families. I have always maintained that a child should feel the SAFEST with its Mother. Yet most rape cases involving babies and young girls are being committed by the mother's boyfriend/ex boyfriend or people known to the family etc etc. And in most cases these children were entrusted in the care of their perpetrators.And in most cases our justice system has failed these victims.

    There was dealing with the incident then there was prevention action. Every commentator here is dealing with what has already happenned and something that we have got accostomed to as this country. The issue now is how to prevent such a re occurence? We are talking about 13yr old and an unaged friend who went to a match and got a lift on their way back. Why were the parents not checking on the kids cause from the story it looks like they were gone for a while? Girls are precious, delicate soul which need to be protected at all times. Something is just amiss in this story.

Whether its boys or girls we certainly don't spend time with them yet these souls appreciate those precious seconds we spend with them. We don't even participate in their school events yet they always want the approval of us fathers cause their mothers are always there.       Perpatrators of rape thrive in an environment that is quick to blame the victims! No matter how hard a parent tries, a child cannot reason as well on their own when away from their parents and most children will likely always be outwitted by adult predators determined to cause them harm. Has your child never did the exact opposite of what you taught them not to do? Do you have all of the facts of this story - maybe one of the children recognized the man and did not view him as a stranger; or maybe he pretended to be someone he was not; or maybe he identified himself as an ANC councillor and they thought he could be trusted -- the young victims are not the blame for this adult's alleged criminal behavior!!!
