Johannesburg - The ANC says it is not convening an elective youth league congress in response to the rise in popularity of the EFF and its leader Julius Malema.

"We are rebuilding our organisation [for] the future, and Malema was not the only person who came to lead the youth league. There are many," the task team's convener, Minister of Sports and Recreation Fikile Mbalula, told reporters in Johannesburg on Thursday.

He described Malema's era as the president of the ANCYL as full of "defaults and defects".

"The fact that his own era was fraught with defaults and defects is a course of history, that is how it will be remembered. That they were suspended, they were disciplined, they were expelled.

"But there was a youth league before that and... we want it to be back to where it's supposed to be."

The congress is set to take place from September 4 to September 6.

The youth league's executive was disbanded in 2013 and a national task team was put in place to rebuild its structures.

A conference to elect new leadership was meant to take place last year. At the last minute, however, the national task team announced it would be a consultative conference, upsetting some of its members.

On Thursday, Mbalula said the names of candidates contesting leadership positions would be announced within a week and that the organisation had capable young men and women who were ready to lead.

Mbalula accused the media of trying to set an agenda for the congress.

"You are arriving at a decision that we are convening this conference to respond to the EFF. No, it is an own-determined process of the ANC, which is independent.

"The ANC took a decision in Mangaung to intervene in the youth league and thereafter took a decision, immediately, to disband the youth league. There was no EFF [then]."
