AfriForum wants competency probed

Cape Town - Court applications will be launched against 43 municipalities across the country for information about staff competency levels, AfriForum said on Wednesday.

Community portfolios manager Ivan Herselman said he had asked for proof of qualifications from some municipalities with a view to investigating their authenticity.

He said 43 municipalities had not responded.

AfriForum's legal team was drawing up court applications to force the municipalities to prove their officials complied with municipal regulations on minimum competency levels legislation.

"If they do not comply with the regulations and have not been given extension, they are illegally employed and we will have no choice but to have them removed," Herselman said.

The National Treasury published the municipal regulations in 2007.

It required six categories of municipal financial officials to achieve minimum competency levels, via training and assessment, by the end of December.

Municipal entity staff also had to comply with these requirements.

Herselman said the investigation was sparked by the lack of municipal service delivery and complaints received from AfriForum branches.
