As a general rule, when it comes to children, the driver is usually liable, based on the simple premise that when a motorist sees kids, extra caution should be applied - it angers me to see people driving at excessive speeds near schools, since it is not unusual for children to get boisterous. The problem in SA is that drivers are arrogant and think that "right of way" is the supreme law.
