Dept baffled by R99bn report

Johannesburg - The defence department is baffled by a media report which claims that R99bn has been secretly spent since 1994 through the defence special account.

"I don't know where they got this R99bn figure. I don't know what calculation this is. I am baffled," defence ministry spokesperson Siphiwe Dlamini commented on Monday about a report in The Star.

"The auditor general has not even once given us a qualified report on that account. It has been unqualified since its inception in 1974."

The Star newspaper reported that it had calculated that the amount had been spent through the military account, which has a block on public access.

It reported that this was double the R49.6bn that the AG told the Truth and Reconciliation Commission had passed through the account from 1974 to 1994.

Nearly R14bn more was reportedly due to go into the account over the next two years.

Last week, The Star reported that Finance Minister Pravin Gordhan had exempted the special defence account from sections of the Public Finance Management Act for three years.

The National Treasury said this was so the account would not have to publish separate financial statements and disclose spending details.

According to the newspaper, the account is for buying weapons and equipment, funding covert activities, and spending on the arms deal.

Dlamini said it was gazetted by law and managed by the defence department and national treasury. Certain aspects of it were not for public consumption, he said.

"When we procure equipment for the defence force, it happens sometimes over a long period of time. There's nothing secret about it," he said.

"That account allows us to use money we have budgeted for... and if the item or equipment is not available at that specific time, we keep the money until the item is available.... That may sometimes take two to three years."

      The taxpayer is to government the same as a shareholder is to a company!! We, as taxpayers have a RIGHT TO KNOW what happens to the taxes we pay!!!It's not called public money for nothing!!

      99 billion since 1994, now let me think what happened in 1994, this date seems to coincide with a lot of missing unaccountable funds, yes it has got considerably worse over the last 18 years, there must be some common denominater.

      And Pravin Gordhan excempts the account from the Public Finance Management Act. Does he also get a cut, or is he just being the obedient cabinet member that does not want to make waves and rather keeps his job, even if it is at the expense of transparency? Protect kleptocracy at all costs!

      I don't think Siphiwe is baffled, I think he is outraged. He was not told about this fund and as such he has been unable to dip his hands into this lucrative coffer.

      Peter, can you say you trust the ANC when almost every day a new ANC corruption is revealed? Check out the latest Sunday Times if you don't believe me. Now when there is a 'secret' fund of many billions, it's only reasonable to assume that there will be massive ANC fraud involved. It's the ANC way, I'm afraid. Thanks Heaven for the DA and the media. ANC robbery from public funds (and the poor of SA) over many years is very well documented indeed. The ANC cannot be trusted. Fact.

      The existence and size of the fund is not secret, just on what and how our money is spent is secret. For example, we might be informed that R49 Billion went into the account, but not that it was spent on luxury cars, walls for houses, additional posts for connected family that never came to work, self enrichment, bribery and corruption, and before 1994, to fund hit squads to take out ANC cadres locally and overseas while terrorising the local population, spying on political opponents, and oh, you know, everything else that has nothing to do with national security.
