Johannesburg - By the end of March this year, all Gauteng municipalities had billed 70% of the adjusted R5.1bn budget, Finance MEC Barbara Creecy said on Tuesday.

"All municipalities had billed R3.6bn," she told the National Council of Provinces delegation in Johannesburg. This is more or less where they are meant to be this time of year."

The NCOP was in the province for a week, doing oversight.

Creecy was giving the delegation a briefing on the state of finance for municipalities.

She said revenue billed for major services was on track, however it was necessary to constantly work with municipalities to strengthen credit control.

Operating expenditure stood at R3.4bn, compared to adjusted expenditure of R5.6bn.

A total of 61% had been spent.

"This is slightly under what it is meant to be in the third quarter," said Creecy.

"Critical is ensuring that personnel costs in the municipalities are properly managed and more emphasis is put on service delivery."

This was so that personnel costs did not "eat out" other aspects of the operating budget.
