Govt worker gets R15k - for nothing

Johannesburg - An Ekurhuleni municipal employee has been paid for doing nothing for the past six years, according to a report on Friday.

Rejoice Marota arrives at the municipality offices in Brakpan at 08:30 every day and then reads, drinks tea, has lunch and goes home at 04:30, the Sowetan newspaper reported.

She has nothing to do at work because she does not have a position.

Marota said she was told she was in a "pool", which meant no position.

According to the report Marota earned a gross salary of R15 000, taking home at the end of the month a net pay of about R9 600.

She has also received annual increases and bonuses since 2007. This has been costing ratepayers about R1.8m.

Frustration


Marota told the newspaper she was frustrated.

"It has been frustrating to sit around the whole day doing nothing. But I am not complaining about getting paid for sitting around," she was quoted as saying.

"I have been waiting for years to be placed, but nothing happens."

Ekurhuleni municipality spokesperson Samuel Modiba said there was no such thing as employees in a "pool".

"The employee is currently deployed to the finance department. The process of securing an alternative position for her is ongoing and a number of options are being explored," Modiba told the newspaper.

He said if Marota was unhappy there were a number of internal avenues should could explore, including lodging a grievance.

      @raath right. A friend of mine worked in government in the Western Cape (ANC) and there was one guy who she said did absolutely no work and whose sole responsibility was to sign documents, and he earned twice what she did as a hardworking development specialist. ANC is an utter joke, so much corruption.

      I disagree with you raath. If a pontential employee is given a position in a department, the position must have a name and a line or reporting manager. The position must specify the duties in the job specification. He manager is incapable of managing resources if one sheep can spend over 5 years without contributing to the department.

      retrench, well that could cost a packet, 1 month for every year of service, a minimum of 6 months; severance package if they arent able to 'redeploy' her to another pointless role; leave pay which I'm pretty sure has accumulated over 6 years assuming 21 days per annum, that's another 4 months. So at worst she would leave with at least a year's salary in severance......................and the law is on her side sadly, as if there is no grounds for summary dismissal she wins again

    Oh please, what is so new about this? Ghost employees are the foundation of the governement services. Now they shout? phaa......... ie. teacher who go on 3 year sabaticals to US and get paid for this. Office workers who never go to work, they pay lesser mortals to do the job.....it is endless. Disgusting but a fact.

      There are hundreds in every govt offices doing nothing or the bare minimum each day. This is how the system works. The line manager employs staff and is renumerated along the lines of how many staff and supervisors report to him. The more staff the higher the managers grade the higher his package and bonuses. Plenty of them talking a good show but delivery is the bare minimum.

    The municipal spokesperson is SO missing the point..... It should be a HUGE concern that someone is being paid a salary without services rendered or a position being in place. This remains highly irregular.... It could even be linked to corruption of tax payers money..... And for this situation to be exposed by the person whom is being benefitted, after 6 years!!! is testament to there being inadquate control with no working system in place to prevent corruption.

    And yet she sits there, for 6 years, not saying a word. If a person with ANY ambition got into a situation like this, he/she would've tried to make the best of it. LOOK for something to do, and OFFER to do it. When I find myself in situations where my work is up to date and I honestly don't have anything to do, I go to my manager and ask if there's anything I can help him/her with. And that's how I built up experience over these last 20 years, as I ended up doing a variety of different stuff...usually (almost always) my manager would give me something challenging to do (from his/her own pile of work) so whilst helping him/her with his/her workload, I also gain extra knowledge and experience.
