IPID to take action against unjust cops

Cape Town - The Independent Police Investigative Directorate said on Monday it would lay charges against a number of police officers who failed to report wrongdoing to the watchdog body.

IPID executive director Francois Beukman said the unit, the former Independent Complaints Directorate, had noted a growing failure in parts of the country by police stations to forward complaints to its investigators.

"Since the beginning of April we have noticed that while there is increased reporting in many areas, there are areas in which late reporting or non-reporting is occurring in violation of section 29 of IPID Act," he said.

"Failure to report or late reporting is a criminal offence. We are looking to [ensure] that those irresponsible officials who do not comply with the IPID legislation and regulations... are in fact charged criminally and brought before the courts."

Must report to IPID within 24 hours

IPID was formed on April 1 after legislation was enacted to give the police watchdog greater teeth.

Beukman said in terms of the law, the new body's primary source of complaints were police stations because that was where most of the offences that it must investigate were first reported. The police must by law forward the matter to the IPID within 24 hours.

He said the unit hoped to appoint more investigators and to increase its number of satellite offices as "we have to have our investigators at the crime scene very soon after [the crime] happened".

Beukman spoke after stipulating the regulations governing the work of the IPID. These compel it to investigate all deaths in police custody and, as a result of police actions, any complaints relating to the police's use of firearms, complaints of rape or torture by the police and any corruption within the force.

The new cases tackled by the unit so far included the alleged assault by a policeman on a 13-year-old boy suspected of stealing money from a relative. The child suffered fractured arms.

Not investigating Mdluli

Beukman said the unit's work resulted in 12 members of the Bellville organised crime unit appearing in court in May for the murder of 24-year-old Sidwell Mkwambi and the torture of a witness. Mkwambi's body was found in the back of a police van.

"This is but one of the many cases of torture that we are dealing with around the country," he said.

The IPID reiterated that it was not investigating the allegations of corruption nor murder against suspended former crime intelligence boss Richard Mdluli.

The corruption charges were being probed by the Inspector General of Intelligence, Faith Radebe, and the murder case was being investigated by the Hawks before the IPID came into being.

      A wast of money, proper training and less political interferance is what's required. You can't inspect quality into a product, so more inspectors will not insure better quality.

    Its up to us as an police officers...we always work under pressure, we have been forced to make the unlawful arrest, which our management called them success. we must arrest 250 to 350 per shift. If we are not do that. They say police are not working. Its like we are working on production. We can't stop being the laugh-stock of the nation... We always make the head lines on the media for the wrongful action. The most low earners in da nation. But the great job we do for the nation.

    10 more yrs and being a white male i shall receive previously disadvantaged status, oooh not that i need it, i can put food on the table regardless of not being picked for jobs, being turned down to accommodate an uneducated now advantaged citizen, i still can make my car payments, and medical aid, insurance too,, although jacob recieves no tv licence nor a cent in tax, only vat and petrol levvy, this disadvantaged thing isnt so bad actually, infact its boosted my self confidence and pride, not even the state can apply human right abuse to keep me down, it must be cos of my beard...

    The Cops they dont now their job properly as they appointed there by sernames. If you dont have money you are going to jail but if you have mooler you cant go there.Take for an axample Iv got some people I now them the working as a Police but they dont even have grade 12 how did they employe them where as they dont have grade 12 and drivers licesence but they are there.Do we think those people deserve the job? or because of there are some femaly in. These Cops they dont even speak English do we think they can afford to right the statment never.

    My wife was working as a resevist at the SAPS since from 2003 she always applay there as she have an experiance but till to day she suferring to get there as a full member because they employe by names or who you are. And thats the things that makes things to be worse. There are some people out there they deserve to work there with out to do corruption.Even me Im was in jail because of I wasnt give them R1500 that they demind from me and changed even the charge that I was supposed to be charged for these bloody nonsence cops. They just working for come mouth end they dont working to decrease crime as they know they are working under goverment they just doing sh##t because that BLOODY STUPID PEOPLE.
