Joburg man builds school onto private house

Johannesburg - A Johannesburg pre-school chain is allegedly illegally building a school, despite a council order to stop, The Star reported on Monday.

The Smiley Kids pre-primary school in Rivonia was reportedly adding another storey to a private house, for the construction of a "Sandton Primary School", allegedly without planning permission and a rezoning application.

"How can we have a primary school in the middle of a residential area where the roads and services can't cope with the current usage?" Rory Pilman, speaking on behalf of local residents told the newspaper.

A city building inspector advised residents that a traffic study had not been submitted and that he had issued a stop notice on 18 September.

The owner, Delon Katz told the newspaper he had no knowledge of a stop order. He reportedly provided proof of the submission of rezoning and an engineer's certificate, but no documentation that the city had approved the rezoning.

"What we are doing here is giving back to the community. There is a big shortage of schools in this area... We are law-abiding and believe this is the right thing to do for society," he was quoted as saying.

Katz said the R18m school would boost the value of residents' properties.
