The president is caught in a policy trap, says Daniel Silke.

Get the highlights from the Nkandla ad hoc committee's deliberations following its visit to President Jacob Zuma's homestead.
We're closing updates now but News24's Amanda Khoza is still there and will do a wrap once matters conclude. The committee is expected to wrap up today.
Most members of the commitee seemed to at least agree that there was some ill-spending at Nkandla. However, ANC and opposition MPs disagreed on whether President Zuma had to take some measure of responsibility.
Much was said about the R1m kraal, which many MPs said was rather ordinary. Many MPs also stressed that Zuma's homestead didn't seem especially secure.
What it came down to was the question of what the R246m was spent on.
It appears the Ad Hoc committee won't be sitting tomorrow. They'll wrap up by today.— Lester Kiewit (@lesterkk) July 23, 2015
It appears the Ad Hoc committee won't be sitting tomorrow. They'll wrap up by today.
ANC MP says of the pool: It's a pool.
And of the kraal: It's just a kraal, an ordinary kraal. Nothing fancy.
Motshekga says Zuma should be left alone and those who implemented the
security plan should be charged for escalating the costs.
I guess Motshekga didn't see this letter from earlier showing that Zuma authorises the building of the police chalets.
Motshekga: I've dealt with the visitors... er, thing.
The ANC's Mathole Motshekga says Madonsela's report and
remedial actions are not legally binding. "There are holes in the
report," he says.
He calls Nhleko's report "excellent" and that he needs to come back to merely "fill in some gaps".
Goats are scared of rain, says Ncgobo.
Yes, that was really just said.
ANC MP Ngcobo: The clinic is meant for the President but there is an area available for the public.
One MP says she's unsure whether Madonsela went to see Nkandla herself or relied on Photoshopped media pictures.
Seemingly by way of response, the public protector's office tweeted a link to an article on the government website stating that she had conducted an inspection in-loco.

The IFP's Moses Khubisa says it's questionable whether even a few thousand rands were spent on the cattle kraal.
The committee has resumed.
An ANC MP is now speaking baout the kraal. She says it was an ordinary kraal and she was expecting a "sophisticated kraal with air conditioning".
