Millions spent on consultants

Johannesburg - South African municipalities spent nearly R250m on consultants to help them prepare financial statements last year, the Sunday Independent reported.

In 90% of the municipalities, there were no vacancies in the finance department, but consultants were hired anyway, the Auditor General noted in a recent report.

KwaZulu-Natal spent R79.8m on consultants, with an average of R1.9m per municipality.

In the Free State, 24 of the 27 municipalities spent R32m on consultants, a six percent increase on the previous year.

Limpopo's 22 municipalities spent R23m on consultants.

Municipalities relied heavily on consultants who did not have the skills required to assist them, the newspaper reported.

In other instances, consultants were hired at the last minute and supplied with incorrect data.

      Here is what they COULD have done: The Government of Uruguay has bought a Laptop and WiFi connectivity for EVERY School Child in the country - what do ours get - they cannot even connect to the Blo*dy Internet - and they cannot employ people who can do the jobs!

      @Leonardb1 auditors do not have the jurisdiction to comment on such matters or the quality of staff. They are only there to state whether the financial statements fairly represent the financial affairs of the entity.

      Anybody, working on a hourly basis, is called a consultant and usually unemployed. A consultant used to be somebody "specialised" in a certain discipline.

      It's not difficult. Don't hire incompetent people in the first place. I also believe that incompetence can be overcome with the right attitude. Someone probably wanted to train them during their 9:15 tea break

    The excuse to use "consultants" is just another way for officials to divert millions of tax payers money into their own pockets and why should consultants be appointed in the first place? If the people that gets paid a nice round little salary not capable of doing their specified jobs why keep them on and then also pay a consultant to do their work?

    This can be avoided by employing a professional public service, who have no allegiance to the governing party of the day. The politicians set the policies, and they implement. How it works in most functioning democracies, instead of the democrazy we have.

      @yar, I differ, I believe the failure is due to cadre deployment by the ANC. There are many highly competent blacks with no particular allegiance to a political party who refuse to work in government because of the ANC' cadre deployment policy, as it installs a glass ceiling on their career. Having said that, when there are no suitable black candidates available, then employ the white one. Currently the ANC just leave the post unfilled. Afriforum have already won court cases where this has occurred, particularly in the Police, where only white candidates applied, so the post was not filled.

      @Pws But I agree with you. BEE has simply become a vehicle for deploying cadres. This is not a "black competence" issue, but a shield for clueless cadres to scoop up all thejobs.

      @Yar, if it's real name, most of those public servants who used to be in office in those good old Nazi days, are on pension now, I met a few in Randfontein, and most can't even spell their own names properly, or Randfontein, they spell it Ramfuntin, for once I thought it's Randfontein in Dutch.       @rat Most of thos efficient and effective civil servants were forced to take pension packages to make way for the cadres. Inexperienced, clueless, bone idle dishonest cadres, who are now overpaid and over-protected. Service delivery has suffered at their hands. PS: You don't understand what a Nazi is. My father, my uncles and their generation kept Africa clear of Nazis. If they had not done that, Adolf and the boys would have come down here and turned the skin on your butt into a lampshade.

    Spending so much on these consultants and still these municipalities are in one big massive mess. Get rid of this cadre mentality,sack the whole lot from top to bottom and then start over by employing people who know what they should be doing. I spent 26 years working for a local authority and everything ran smoothly even in black areas.

    Another thought. Unisa offer various diplomas and public (civil Service) management competencies. Let's bring in a law that states you cannot run for a councillor position without a relevant diploma, or at a minimum, if you are elected, you have 3 years to complete it, or lose your position.

      pws9...I wouldn't normally comment on this forum since most of you behave like dogs, and my apologies to man's best friend. Dogs because everything is seen in black and white, which is a shame really since this clouds and prevents the discussion of real issues. South Africa needs solutions that must come from its people both black and white and in between. I work for Unisa in Public Management and have done a lot training in this but the sad thing that I have seen is the lack of attitude that says this is my country and I am gonna make it work.We have given it over to foreigners because everybody wants to be a millionaire without really working for it. So we accept bribes, we provide work of poor quality and expect a miracle that things should work properly, well lets think again.Racism still rears its ugly head from all races and expect our children to be role models. Children live what they learn and they see all this from us, what a sad state of affairs. I am black and not proudly South African from whatever angle since some will say I am a counter-revolutionary for stating our government's shortfalls or I am just a black imbecile if I state that some statements are racist, but that South Africa for you. Both black and white need to wake up before we all perish in our folly.

    Please can my company have a contract, it seems these " consultants" are either pals or front companies to sort this mess out, who have no idea. The people who can do the job, never get the work..................forget race, colour, get the job done by the right people at the right price who can deliver.................

    I know of many instances at the Municipality in Durban where the appointment of people to positions based on their colour has resulted in the appointee not being able to do even the simplest of tasks but they have the authority and knowledge to appoint a consultant to do their job for them. A manager recently told me that more than half of the money spent by the Municipality on goods and services of whatever nature was completely wasted - Goods not delivered, projects paid for but not completed or having to be redone, incorrect goods delivered but just left rotting in offices, warehouses etc. Theft, corruption, fraud you name it.
