Ministers liable for rape of girl, 5

Cape Town - A 5-year-old girl was viciously raped by a man who should never have been released on bail, said a judge who blamed a prosecutor and a policeman.

The Weekend Argus reported that the ministers of justice and police were liable for damages following a court action that the girl’s mother brought against the ministers.

The girl’s rapist, Ockert Steyn, was serving six life sentences, two for the rape of the girl and other rapes.

At the time of his trial, the prosecutor did not reveal that Steyn had a criminal record for rape and breaking his parole conditions.

A statement by the victim that strengthened the State’s case was also not handed in to court.

A magistrate granted Steyn bail and police were informed three days later that he had breached his bail conditions.

But police did not arrest him and three weeks later, the 5-year-old girl was kidnapped and raped in an attack that severely injured her and led to her having to have surgery.

The mother was claiming R403 500 for herself and R1.6m on behalf of her daughter but the court had not yet determined what amount had to be paid out to them.

      Except it is not them directly who will pay up, it will be paid by the state - ie. Tax payers money!

      Are you all surprised? You'll probably find that half the criminals that were released were related to our 'esteemed' ministers!!! Oh dear God, what has happened to our precious South Africa??? What about the 94 year woman.....and now this! Who next................???

      I'd rather have my taxes go to this poor mum and her daughter than to Zipper's new jet, or his wives shmancy chorries. I'd also rather pay R200 entry fee toward those medical bills for the privilege of watching Ockert Steyn hanging from the gallows.

    Only R1.6m????? The cost of medication, Psychiatirsts and Psychologists, she will need in her teens, 20s and 40s will exceed that amount by far. Make it R3m. Her attorney will also take a cut of that amount. Not much will be available left by the end of the case

      Yes Bob, but it's too late for the little girl. Her life will never be the same. Her childhood is gone and her future relationships and trust destroyed. This man must be put to death and those responsible for this must be stripped of their status and jailed for a long time. How dare they play fast and loose with people's lives?

    Time that these people are held personally accountable. The reperations should come out of these own fools pockets. Don't have any money, confiscate all their assets except the clothes on their backs, and garnish their salaries. No tax payer monies please

    Since when a 5month, 9month, 1year, 5year old child can be sexually attractive,soon a new born baby will be raped as well, people are sick. They can give her and her family as much money as the state can offer but that won't repair or replace what that evil minded man took from her.

      Sure, but a little girl cannot fight back, it's about the woman fighting back and the power they have over you. To rape a child is just sick, I can of course use a stronger word but then I'd be blocked...

    Bail is given to easy these day. This is the result. No amount of money can ebb away the memories this pig left for this child. Hope he gets raped daily in prison.

    PAIN strikes home. People get paid for not doing their work. Their carelessness will bring tragedy to their families one day. I don't wish evil to innocent people though.
