Port Elizabeth - New Nelson Mandela Bay mayor Danny Jordaan has been accused of delaying progress in the metro since his appointment in the midst of a the FIFA scandal in which South Africa has been implicated.

In his second open letter written to Jordaan, Democratic Alliance MPL Athol Trollip on Wednesday called on the SA Football Association boss to come out of hiding and account for the allegations that a $10m bribe was paid for South Africa to host the 2010 Soccer World Cup.

"You have ducked out of sight, and hidden yourself from any and all public contact in this regard since taking office almost two weeks ago," Trollip writes in the letter.

"As far as the people of the city can see, the part-time mayor is nowhere to be seen.

"While you hide from the people, the ANC in Parliament is shielding you from accountability there. Why would the ANC shield you, if you have nothing to hide?"

Jordaan was not answering calls or SMSes sent to him on Wednesday for comment.

On Tuesday, Parliament's portfolio committee on sport decided there was no reason to summon Jordaan to come and explain the bribery scandal.

Jordaan and former Safa boss Molefi Oliphant had reportedly signed letters giving instruction that the $10m be channelled to accounts managed by Jack Warner, deposed FIFA vice-president.

US authorities allege that this payment was a bribe to help secure the World Cup bid for South Africa.

Jordaan and Oliphant were yet to break their silence on the bribery allegations.

'You have taken zero action'

According to Trollip, Jordaan's appointment has delayed the formation of the mayoral committee and the city's budget.

"Your delays will cost the people directly in delivery," Trollip wrote.

"You have taken zero action against the failed bus system, and the busses still stand rusting in a yard.

"You have watched national government swoop in and take over the administration of the housing department, on their terms, due to the state of corruption in your administration’s housing department, dictating to our people and cutting local contractors out of home building.

"But worse, you have delayed and undermined the public’s confidence in their new leadership. In fact, the Bay is currently without credible leadership."

Nelson Mandela Bay will be hotly contested in next year's local government elections, with opposition parties aiming to take control of the metro out of the ANC's hands.

Trollip is the DA's mayoral candidate for next year.

"If you are indicted, or if you are called in for questioning in the USA, what are your contingency plans for governing Nelson Mandela Bay? Will you leave the people leaderless again?

"The people of Nelson Mandela Bay deserve much more," he wrote.
