Provinces blow billions on consultants

Pretoria - Three reports by outgoing auditor general Terence Nombembe show that the Northern Cape, Gauteng and Mpumalanga spent more than R21.1bn on consultants between April 2008 and March 2011.

According to the Sunday Independent, the Northern Cape health department spent almost R550m but could only manage disclaimers during the period, despite hiring three top auditing firms for R71m.

A disclaimer is the worst possible audit outcome from Nombembe. He also found that some of the contracts between the Northern Cape health department and consultants were not achieved and that some were open-ended contracts with no time frames and cost limits.

Nombembe found that the Mpumalanga health department spent a total of R5.06bn in that time on consultants and that some of the permanent health department staff moonlighted as contract staff for consultants.

Earlier this year, he revealed that national government had spent R102bn on consultants over three years.

It was reported last week that the Gauteng provincial government had spent nearly R15bn on consultants over three years.
