SA 'on verge of being dysfunctional'

Johannesburg - South Africa is on the "verge" of joining the ranks of dysfunctional states as the effects of corruption debilitate all spheres of life, the chairperson of a constitutional watchdog said on Wednesday.

"In the changing circumstances of our times, a conservative assault on the Constitution from some of the most powerful in our society threatens to fatally undermine our capacity to overcome poverty and inequality," Sipho Pityana, the chairperson of the Council for the Advancement of the South African Constitution (CASAC) said.

"It is now beyond doubt that corruption and patronage are so pervasive, rampant and crippling in our society that we are on the verge of being deemed a dysfunctional state..."

Legal, institutional weaknesses

Pityana said a study by CASAC had found three potentially crippling legal and institutional weaknesses in South Africa - a lack of effective monitoring and enforcement agencies, no institution with a clear mandate to drive educational campaigns on corruption and no "true" independence for organisations tasked with fighting corruption.

CASAC, he said, was proposing "a dedicated, independent agency" that would be responsible and accountable for the investigation of corrupt activities alongside "pro-active preventive measures" such as education of the public.

Pityana said the agency would need significant political support to ensure that it was well funded.

"If there is truly no political will to address corruption, no mechanism existing or proposed can succeed," he said.

      It wasn't a study, it was the comment of a single person. I personally believe that the reason this country is heading down a destructive path is because the majority of people are selfish. It's every man for himself. There is no such thing as patriotism in SA. SA is a country of groups and every group hates the other. Maybe one day we'll all grow up and respect each other and be proud to be South African. Hopefully I'll get to see that day in my lifetime.

      What you fail to realise is that reports like these which are disseminated by respected non-governmental organizations plays a big role in influencing the decision-making policies, be it political or economic, of the international community. Instead of rendering this report as stating the obvious, what we should ideally do is use analytically sound reports like this to reinforce to the world what exactly is happening in this country. Kudos to Mr Pityana as a respected academic for making this statement as I am sure there are many that will take his assessment of the political/economic outlook seriously. We need more of these damning reports to highlight the inefficiencies of this corrupt, malignant bunch of degenerates running this country. @namaharaj, fully agree with you mate. The ANC is ultimately trying to rule by division. The recent coloured statement is a case in point which I believe was done to by the ANC to play black and coloureds against each other. They know they have lost the coloured and white vote, but they make these statements to incite racial hatred so that black moderates, who may have become disillusioned with the ANC, would re-think casting their vote for a non-black party. What we need to do is stop alienating each other and stand together against the scourge of the ANC. This is no longer an issue of race, its an issue of securing the livelihoods of all South Africans.

We have millions of unemployed here in SA and yet we import clothing and other products into SA from China?       I am ashamed too say it, we have no Central Government just talkshop entities pretending to be the government. The state of provinces is a basic example. The municipal structures are just there in name but RSA does not have any governance, just people pretending to be working and politicians pretending to care(the whole lot!!). I think we should all pretend to pay our taxes then maybe, just maybe, those who can will man up and serve the state. The sad reality is that most black professionals look down on civil service and most white professionals are waiting for the regime to fail before they can even consider civil service.       I know this sounds cheesy, but we need someone to take the first step. Either it must come from the "top" and our politicians need to set and example and reconcile their differences and harness each others skills - and publicly declare their partnership and kick-start the Rainbow Nation once again. But thats just my needs, because I am a South Coast Fisherman, with a std 8. I struggle every month, I have hardships, I have worries, I lie awake at night standing guard over my family. I am scared every time I leave my home, that I am going to come home and my meager possessions have been stolen. I have the same worries as you. I also struggle. Anyway, pleased to meet you.       When I first moved to the S.Coast, I lived in a rural area, where the nearest white neighbour was 5Km+ away. I made many, many good friends and experienced a sense of community that does not exist in the suburbs. But there was and is major corruption going on with everybody, from the ward councilor all the way down to the ANC guys running the area. If you want a RDS house, you must PAY. If you want a job with the municipality.... you must pay. If you want a grant.... you must pay. Thats just the way that it is, some guy with a HUGE house and 20 cars living amongst families who all squash into a 1 bedroom house. I was actually nominated by my community to run for ANC ward councilor, until I started getting threats. I then moved from the hills, down to the beach where I live very peacefully and cheaply. I fish alone at night, I spend countless hours alone on the beach and have had no problems so far. Thank God. But if they do try, then between my dog and my 9mill they will have a problem of their own. There is a bit of petty crime, but I keep a watchful eye on who comes and goes in my neighbourhood.... and if someone comes to my yard uninvited... I moer them. If I ever catch someone who has broken into my house, I will kill them. Easy as that. Mashaya Zaphe !!

I know that it is hard and that emotion boils over, but I truly believe that we first have to start with TRUE RECONCILIATION and form a proper PARTNERSHIP with black people. I do believe there is a chance that we will all be countrymen one day. The other option is for all white people that do not agree with the current leadership of the ANC to all join the ANC. It only costs R10/year. At present there are a million paid up, card carrying members of the ANC - and it is there people who vote for councillors, who in turn vote for MEC's and so on and so on--- until about 5000 people get to vote for the President.
