Cape Town – Coalitions are a sign of a maturing democracy, President Jacob Zuma told MPs on Tuesday.

Addressing a question on a possible ratings downgrade and how coalitions may affect it, Zuma said it was not true that people had lost confidence in the ruling party.

The ANC was still leading the country after the local government elections, he said.

"Absolutely. You may not be aware, but it's leading," he said.

He said in the three metros that the ANC lost during the elections, including Nelson Mandela Bay and Tshwane, no one had come out victorious. 

In order to run the metros the opposition had to depend on coalitions, he said.

There were no outright winners, he insisted, which did not mean that voters had lost confidence in the ANC.

"If you [look] at coalitions, it indicates the maturing of democracy. Parties can talk and form coalitions. If there was no agreement between parties, then rating agencies would be worried," he said.
