Former Oudtshoorn municipal manager to be sentenced over R2m fraud

Cape Town - A former Oudtshoorn municipal manager found guilty of fraud amounting to more than R2m will be sentenced in the Oudtshoorn Regional Court on Friday. 

Martin Noël Pietersen, 60, was found guilty in December of contravening the Local Government Finance Act when he awarded an open-ended contract to IBR consultants in 2010 without following proper procedures, Hawks spokesperson Captain Lloyd Ramovha said in a statement. 

"[He] used his position or privileges of accounting officer for personal gain to improperly benefit another person, namely Ian Kenned from IBR consultants," Ramovha said. 

Kenned is believed to have received 23 payments totalling R2 069 050 without verification of the value of services the municipality received. 

"[Pietersen] abused his authority arbitrarily incurring overspends... to accommodate payments to IBR and attempted to rectify these overspends through adjustment budgets mechanisms," Ramovha said. 

At the time of Pietersen's conviction Hawks head Berning Ntlemeza said he was elated by the ruling. 

"This is only the beginning, we are buoyed by this ruling and we shall continue to discharge our mandate with assurance and vigour," he said.
