Free State municipality CFO facing murder charge

Bloemfontein - The Mantsopa local municipality is consulting its attorneys on whether its chief financial officer should face disciplinary action pending his trial on a murder charge, it said on Wednesday.

Donald Matsie and his friend, Moshodi Moshodi, a security manager at the Setsoto municipality, were arrested in connection with the murder of Tshidi Lisenyane. She was shot in the head over the weekend.

“It was a shock to find out that he [Matsie] was involved in the alleged incident, but for now we still have to consult with the municipality’s attorney on the way forward,” municipal manager Selby Selepe said.

Free State police spokesperson Captain Phumelelo Dhlamini said the murder happened at the Ladybrand municipal flats in Church Street on Saturday.

Lisenyane and Moshodi, her boyfriend, were at home when another man joined them and they were enjoying one another’s company, Dhlamini said.

“It is alleged that the two male friends were playing with a firearm and a shot went off and hit the deceased in the right ear. She died at the scene.”

The two had already appeared in court. Moshodi was released on R1 000 bail and Matsie remained in custody.

The Setsoto municipality was waiting for a report from Moshodi on how a municipal firearm was used in the killing.

“The outcome of the report will determine a way forward for the municipality. For now we can’t speculate,” said Setsoto municipal manager Tshepiso Ramakarane.

The two would appear in the Ladybrand Magistrate’s Court next on Tuesday.
