Durban - President Jacob Zuma has appointed a commission of inquiry to determine the feasibility of making higher education and training fee-free, the presidency said on Thursday.

The commission would be chaired by former Supreme Court of Appeal Court judge Jonathan Arthur Heher. He retired from the Bench in 2013. His commissioners would be advocate Gregory Ally and Leah Thabisile Khumalo.

The decision came after Zuma met vice-chancellors, chairpersons of university councils, and student representatives for talks during protest against fee increases in October last year.

The issues to be considered would include financial sustainability, the role of government, students, the business sector, and employers in funding higher education and training; and institutional independence and autonomy.

The commission had to complete its work within eight months and submit a final report to Zuma two months after that.
