Lifted suspensions of senior managers ‘show City acted in haste’

Two senior municipal managers who were suspended a month ago have been reinstated.

But the third remains on suspension pending an investigation.

General manager for infrastructure services Sabatha Nomnganga remains suspended, pending an investigation and disciplinary hearing.

Councillors were called to a last-minute special confidential meeting at the city hall on Wednesday, where acting City manager Sizwe Hadebe informed them that the “precautionary” suspensions of Ngcobo and Zulu would be lifted. Moments before, the media was asked to leave the meeting in the council chambers, but it is believed that Hadebe did not provide “too many reasons” behind the rescinding of the two suspensions.

The trio were served with letters early last month relating to their suspensions and faced allegations of mismanagement and gross negligence of funds.

The suspensions were announced shortly after the 2017/2018 budget was approved in a full council meeting.

One source at that time said they were “puzzled” that the report tabled at the full council only highlighted recommendations from acting city manager Sizwe Hadebe, but did not reveal what investigation it was based on.

“It puzzles us that this report recommending the suspensions did not come from the internal audit committee, but rather was signed off by acting city manager Sizwe Hadebe,” said the source.

Deputy leader of the Democratic Alliance in the province, Mergan Chetty, called for action to be taken against the author of that initial report.

“We are disappointed that the ANC rushed into taking the decision to suspend the managers without conducting a proper investigation.

“The fact that the suspensions are now being lifted indicates that the decision was made in haste,” Chetty said.

Chetty said the DA believed that the suspensions added to the current electricity and service delivery crisis the municipality is experiencing.

He also highlighted his concerns as to whether the alleged sabotage by municipal employees during the electricity protests, and the threat of placing the City under administration, played a role in reinstating the senior managers.

Chetty also questioned whether the outcome of the ANC policy conference that ended yesterday, may have influenced the decision to lift the suspensions of Ngcobo and Zulu.

“As the DA we will continue to exercise our oversight role in protecting the ratepayers’ purse,” Chetty added.

Calls to the IFP and ACDP councillors went unanswered while Nomnganga said he had “no comment” on the matter, as he was still employed by the municipality.
