Polokwane - At least 15 minibuses, found operating without learner transport licences, have been impounded in Polokwane.Limpopo transport department spokesperson Joshua Kwapa said some minibuses had been fined for using the wrong route. He said first-time offenders faced a R5 000 fine, while repeat offenders would be fined up to R7 000.The department said minibuses were public operators which required the necessary permits.Kwapa said the department wanted to regulate scholar transport to ensure the safety of school children."No bakkie will be allowed on our routes: The law prohibits it. If we find anyone using bakkies [to transport school children], we are going to take serious action against them. It is not designed for public commuting," said Kwapa.
