Bloemfontein – The slowdown in economic activity is affecting Mangaung residents' ability to pay their taxes, executive mayor Thabo Manyoni said on Tuesday.

“Most households are failing to keep up with the payments of their municipal accounts,” Manyoni said during his 2016/17 budget speech at the Bloemfontein City Hall.

Manyoni said the total revenue budget for the 2016/17 financial year, including capital grants, was projected at R7.5bn.

The allocation for the following two financial years was R7.8bn and R8.2bn.

"With sewage charges linked to the property values as captured in the evaluation roll, the resultant projected income from this source is that revenue grows by R242.7m in the 2016/17 budget year, representing an increase of 23.1% from an adjustment budget of R197.1m for 2015/16," he said.

"These sewerage charges will grow to R257.9m and R275.3m respectively for the two outer years of the mid-term revenue and expenditure framework period due to new developments."

Projected revenue for water was expected to increase to R711.7m for 2016/17 and to R763.5m and R822.8m for the next two years.
