Roads Agency Limpopo dismisses CFO

Johannesburg - The Roads Agency Limpopo's CFO has been dismissed and two of his colleagues suspended for alleged fraud, corruption, and collusion involving more than R40m, the agency said on Monday.

The trio allegedly flouted supply chain management policies, colluded, shared sensitive information with potential tender bidders, committed fraud, and impersonated the CEO Maselaganye Matji in a legally binding letter, it said.

Chief financial officer Kgotlo Rabothata was dismissed while his colleagues, supply chain manager Sam Lekganyane and legal services senior manager Mathews Mflatela, were suspended.

Rabothata, a registered chartered accountant and a member of the South African Institute for Chartered Accountants, was appointed in April last year.

He was sacked for dishonesty, gross negligence, and acting beyond the scope of his duties. He has approached the CCMA.

In an interview with the Bosveld Review after his appointment, Rabothata said he would implement more internal controls and see to it that supply chain management rules and regulations were followed.

"I don't want to lose my status as a CA; as a member of Saica, one has to be ethical at all times. Throwing a stone into the water causes a ripple effect; creates waves; we must share ideas and touch up controls," he said at the time.

Rabothata said called for stronger internal controls.

"Key positions need to be filled urgently, such as a leader for the supply chain management unit and a head for pro-active assurance and internal controls. We have to satisfy the AG, political roleplayers and the public, who expect deliverables," he said.

On Monday, Matji said a preliminary investigation had revealed that a syndicate was paying some of the staff members to get information about the RAL's tenders.

He said he would not allow the agency's work to be undermined by few rotten apples.
