Protesters in Cape Town's Westlake handed a memorandum of demands to local ward councillor Penny East on Monday.

The protestors marched from Westlake to Alphen Centre in Constantia, demanding service delivery. Burning tyres barricaded Westlake Drive and Steenberg Road.

City of Cape Town Traffic Services spokesperson Maxine Bezuidenhout said protesters dispersed peacefully after submitting the memorandum at around 10:00.

East confirmed that she received the five-page memorandum and added that she would "look into it thoroughly before taking further steps".  She said she has been given seven days to reply to the protesters' list of demands.

"I have received a memorandum from the protest organisers and will need to sit down and apply my mind carefully to all the demands and grievances, which include demands [for] library facilities, a clinic and speed humps," she said.
