ANC: No more free lunches. Or trips

Bloemfontein - Overseas trips, unnecessary catering and the printing of T-shirts at all Free State government levels must stop, the Free State ANC said on Wednesday.

"The African National Congress will enforce strict fiscal discipline in all government structures under its leadership," provincial secretary William Bulwane said.

He was commenting on a recent auditor general report on Free State municipalities.

"We accept the report of the auditor general. We are concerned by the continued poor performance shown by some municipalities."

Bulwane said the provincial ANC leadership agreed there had to be serious changes to improve the situation.

He said the ANC provincial executive committee (PEC) expected clean audits from all district municipalities in the next financial year.

"The mayors of those municipalities will be made to sign performance agreements to that effect."

Bulwane said those mayors would be held to their agreements. There would also be changes to local municipalities in line with the PEC's decisions to improve service delivery.

Bulwane did not expand on the changes, but indicated they would be introduced immediately after they were finalised.

The Free State governing party commended those municipalities that had tried to improve their finances.

      @Claudia_Meads - yes I agree with arrests, but then what? Imprisonment and punishment does not change negative behaviour into positive, instead it just goes "undercover" where it can develop further out of sight. I have not done any research into this, but I am sure there must be some ideas out there / psychology proposals / working focus groups or pilot projects of some sort, that seek new ways of changing the behaviour from negative/destructive into positive/constructive. Surely there are better ways of altering the factors that caused the behaviour to begin with? ... Pretty much Anything would be better and more effective for the individual (and more beneficial to society in the long run) than locking a person behind bars and saying: "now you better think what you did wrong."

    Incompetency can't be fixed by talking! The wrotten apples need to be removed and trialed where wrong doing are found and competent people need to replace them and fix the mess they had made. That is the only solution.

    I don't really believe this will ever happen in Africa, never mind with the ANC and South Africa. In any case, this should be coming from the just the Free State, but ALL the provinces and at ALL levels.       Perhaps it will become a reality one day to withhold taxes if the ANC continous to stay in power. It is already happening with some town councils in the NW province where tax money is paid into a bank account and people use it to there own discretion how to oay for services.
