ANC alliance: Institutionalise NPC

Johannesburg - The ANC and its alliance partners have agreed that the National Planning Commission (NPC) needs to be institutionalised in government.

"It's a government-led vision so it is important that our government has the institutional capacity to retain that vision," ANC spokesperson Jackson Mthembu said on Tuesday.

"It must find concrete expression in government. However, it must not lose contact with the experts we have mobilised for the purpose."

Although the NPC was an advisory body set up by the presidency it viewed itself as being independent.

NPC chairperson and Minister in the Presidency Trevor Manuel reportedly insisted in July that the NPC was not a government department.

The resolution was taken at the alliance summit held near Pretoria at the weekend.

The NPC, which authored the National Development Plan (NDP), was made up of 25 part-time commissioners who are experts in different fields. ANC deputy president Cyril Ramaphosa is deputy chairperson of the NPC.

In its declaration, the alliance partners, which include the SA Communist Party and the Congress of SA Trade Unions, agreed that the NDP was not cast in stone and needed to be adapted.

Although the NDP was adopted at the ANC's Mangaung conference in December last year, the SACP and Cosatu have had reservations about certain sections of the plan.

It was decided at the summit that their concerns were legitimate and would be addressed by an alliance task team.
