ANC proposes job seekers grant

Johannesburg - The idea of a job seekers grant was proposed during commission discussions around the ANC's social transformation policy document, Gauteng chairperson Paul Mashatile said on Thursday.

"In the commission there was no support for the youth subsidy as initially proposed. We have proposed the job seekers grant, which is different from the youth subsidy," he told reporters at the ANC policy conference in Midrand.

He said the criticism around the youth subsidy was that money was being given to employers on the promise that they would employ young people.

This would be like "throwing money down the drain".

"Of course [the grant] is something that will be discussed further with other stakeholders, but that idea has been supported and we will be developing it further," he said.

"It is not giving job seekers money but is putting these resources into situations where young people get trained and prepared for employment opportunities."

He said the commission had also proposed the idea of a compulsory national youth service.

No replacement for youth wage subsidy

"We...agreed that young people should also get involved in what we call the national youth service, for a period of two years at least and that this should be made compulsory as far as possible.

"We will not introduce any idea of conscription, but get young people into the national youth service that can take place in different sectors of the economy.

"We don't want to see a lot of young people loitering in the streets. There are young people who immediately after matric go into university... We also want young people to have some time in their life to do some kind of national service.

"The target is people who want jobs but don't have the skills and need training," he said.

The ANC's head of policy Jeff Radebe on Wednesday said the job seekers grant would not replace the youth wage subsidy.

"It's not a replacement for the wage subsidy... (but) whether it's succeeding or not will be contested in the next 24 hours."

He said the proposal for the job seekers grant was submitted by the National Youth Development Agency and the ANC Youth League.

    Who qualifies for this grant? Even those who dont have matric and unemployed will get the Grant? I see danger if thats the case. Any ways it makes more sense that the so-caleed youth subsidy.

      Wisani, how is paying someone to sit around and 'look' for work going to help get them employed? All it will do is suck more money away from people who work and pay taxes to subsidise those who don't.

      @Wisani, as I have it, the wage subside makes it possible for an employer to employ someone that can't do the job(lack of skills) and then trains him that they do have skills and experience to do the specific job. Then they can either stay on in the company or they qualify for another job because now they have the skills and experience... This job seeker training is good in the sense that they do get training and skills, but they still don't have any EXPERIENCE in a job. EXPERIENCE is what I lacked and employers wanted after completing my studies, not just knowledge...

    They actually like idea of youth subsidy but won't go with it because someone else came up with the idea. So they come up with something similar - but cant give it a name. This circus just goes round and round and the sad thing is that SAs people are paying with their lives.

      Not going to happen. Sleeping in meetings, being late, corruption, bribery, incompetence, nepotism, theft, moonlighting and racist is what the current politician and politically appointees in government excels at. Their priority 1 is “get all the whites out” and I’m not joking or making this up. Planning, creative thinking, creativity in general, growing businesses, attracting investment and a few others that is desperately needed is not in their vocabulary. In economic terms they don’t create they take more and subdivide. They don’t grow, they destroy. They don’t contribute, they leach. They have to take what they can while they can. Even they know that things will come crashing down sooner or later.

      again they put the cart before the horse, they forget that education is the foundation of everything, so while they waffle on about names of ideas, Limpopo schools STILL don't have all their books, the ANC seems to be saying stuff the young people of SA & its future, we rather focus on the now with semantics that give them more votes, forget building for tomorrow.

      @Nigel: Over and above what I do, I’ve been involved in certain aspects pertaining to the education department. More specifically private collages and what I have discovered is pathetic. Let me say that again PATHETIC! You should see what they do. You register, pay them the go to class for one or two days where you get photocopied “transcripts” while a “lecturer” reads it to you. You walk out with a qualification but not knowing anything. So where do you think all this money will go? Think they are not connected to high ranking ANC officials? Here is what I see, “official” channeling of state funds to friends and families with little to no benefit to the ones it is supposed to help. Just another ANC black hole.

    These guys are so afraid of losing power. Basically they are replacing productive capacity creation (wage subsidy) with a non-production-based social grant just so that private business doesn't benefit. We need to create jobs for job seekers, not help people look for jobs that aren't there! There is no logic to this...

    The Anc is busy buying support...then placing them in positions where they will be of maximun benefit to the organisation. If i did not know any better, i would swear they are mobilising or thinking about mobilising a reactionary force for when the time of revolt is upon them. "National Youth Service" is just another word for trained non combatants....ready to be armed at a moments notice.....hidden agenda is written ALL OVER THIS BS

      Zakes assist me my Brother. How does a grant that is not linked to any contribution help build the dignity, personal worth and independence of the unemployed majority. I think this promotion of hand-in-cap mentality is a sure way of producing more poverty and condemn the masses into an abyss of dispair. I will appreciate your insights on this 'cause I'm not seeing any good in this idea. Sharp Bro.

    One thing this cANCer does not understand, they do it all over the world especially first world countries like England and France. They loose billions of Euros and Pounds a year because it makes people even more lazier to go and look for a job!       Yes! First, clean the country. Remove illegal’s, clean up the current systems because there is enough money but it is not being used correctly. No more rights for criminals. They will work for their crimes. The impossible ones will be executed or shipped to some other country. Secondly population control. Mothers and fathers needs to be responsible. To make babies all over the place is NOT acceptable and we only have so much resources. Why have ten babies when you can hardly afford one. Put a limit of babies, say maximum of 2 to 4 children per family to ensure a stable population while we grow the economy. Thirdly Education. Instead of talking and taking more and dividing it up into smaller pieces we should create more. A stable country with steadfast laws and a controlled population growth rate will eventually prosper into a stable economy. Once the economy and population growth is stable and evolved one could start considering resource based economy but that will take a lot of time.

      Haven’t you heard Msaka. The NYDA is a deployment area of friends and family of high ranking ANC officials where they make out their own cheques, organize parties and touch hands with upper-class people only. They don’t actually do anything.

    Youth wage subsidy is something which the ANC supported and even provided for in the budget some years ago. COSATU was against this policy and the DA then marched to their offices as the DA supports youth wage subsidy. Now the ANC does an about turn and doesnt support it? Buying votes are we are are we just scared of losing the support of COSATU. Youth wage subsidy will provide employment. Job seekers policy will promote unemployment as to get the grant youth will remain job seekers. Keep the masses unedcuated and unemployed and make them empty promises whilst blaming apartheid is the only way the ANC is kept in power.
