Cape has land to spare for housing - ANC

Cape Town - The Western Cape government and the City of Cape Town had more land available for housing than the national government, provincial ANC chair Marius Fransman said on Monday.

Responding to Western Cape Premier Helen Zille's rebuttal of demands by the ANC Youth League, Fransman said Zille was deceiving the poor.

He claimed land worth about R50bn was available, but remained unused.

There was a plan to create 5 000 low-to-middle-income houses on land between Constantia and Tokai, but this was shelved, he said.

Land was sold off under the guise of using it for housing for the poor, only for it to be turned into golf courses and big property developments, Fransman added.

3 000 houses

Former premier, now a member of the provincial legislature, Lynne Brown said the area between Blaauberg and Atlantis could accommodate 3 000 houses.

But the provincial government was not interested in this, and wanted to push people back to the townships, Brown claimed.

The ANC Youth League staged a march last week, demanding that privately-and company-owned land in Constantia and Rondebosch be made available for housing for the poor.

Zille rejected this notion.

"This would require wholesale expropriation of residential property, resulting in the collapse of the economy and the rates base of the City of Cape Town," she said.

"There would be mass job losses and a dramatic reduction in the tax revenue needed to subsidise free services and provide infrastructure in poor communities."

If the province was to comply with this demand, mass impoverishment would result. The poor would become much poorer, Zille said.

Fransman said Zille did not have the authority to deal with poor people's problems.

The ruling party would push for a reduction in the number of provinces at its elective conference in December, he said.

      Because the ANC promised them. The ANC promised that every person would have their own house, water and electricity all those years ago. That is why we are in the position we are today, because the ANC made promises that it cannot backup. That is why there are all these protests, because this generation have grown up being told that they will get everything from the government, no hard work required. Go look at any other African country and you'll see people doing things for themsleves, not waiting for handouts.

Seeing as National Government has admitted on many occasions that they have no idea of how much land they own Fransman has no authority to make this statement.

    Mr Fransman, talk is cheap. Be more specific and tell us where all this land is... "Fransman said Zille did not have the authority to deal with poor people's problems". If she doesn't have the "authority", then central government, i.e. the ANC, must have the authority, in which case march to their offices not Zilles.

    no one is commenting on the statement that ANC wants to push for reducing the number of provinces. what better way to get the DA out of power in the western cape, than combine it with a province that has LOTS OF ANC voters.

      Hi Bruce, First to change the provinces the ANC would hav to change the constitution and they don't have the votes. Secondly their plan is to merge the Northern Cape, Western Cape and west side of the Eastern Cape into a province. It is not guarenteed that the ANC would win, and considereing the voting trends it is more likely that the DA would win (probably in coalition). This would mean that half of the country's area would be DA blue. I say bring it on.

    What is wrong with these people. You can't simply build 5000 low income houses in an upmarket residential area without considering the knock on effects. These idiots just see an open piece of land and say "I want it!" They have no idea how the property values in the area would be destoyed costing the local goverment tonnes of cash and possibly further impeding their ability to deliver basic services. They just think there is and endless pot of money and they deserve a part of it. Marius Fransman is just taking advantage of the poor, uneducated, and ignorant.

    There are 2 things that need to change. Houses are not the way forward. Flats (walk-up housing to be more precise) are way better and more sustainable and will add to the densities of the city. Also, developing outside of the city or on the edges should not be encouraged, as we should not develop on good agricultural land. Food security will be key in the next few decades. There are some strategic open sites in the city that can be developed e.g. Ysterplaat, that are well located and accessible to within the city's services like public transport. The RDP model DOESN'T work. Its been proven and documented. Ask any RDP inhabitant...
