Govt spent R4.6bn on food, entertainment

2012-10-16 09:51

Johannesburg - The government spent R4.67bn on catering, entertainment and travel allowances in 2011, Beeld reported on Tuesday.

The figures emerged from government departments' financial results tabled in Parliament over the past few weeks, the newspaper reported.

In the financial year ending on March 31 2012, the 34 state departments incurred the following costs:

- R194m for catering

- R31.7m for entertainment

- R4.4bn for travel and accommodation expenses.

Dion George, DA MP, said expenditure of this kind while the country bled economically was a disgrace, and that it was totally unacceptable to spend such a large sum of money on frivolities.

The three departments responsible for the most spending on entertainment, food and travel expenses were defence (R780m), the police (R685m) and justice (R454m).

The department of defence's travel and accommodation expenses amounted to R733m.

"The DA will send a formal request to the minister of finance to issue a statement in which government departments are asked to stop spending money on luxuries," George said.

"Wasting money in this manner amounts to negligence, during times in which poor South Africans are struggling to put food on the table."

@philemon - that's not particularly smart, to make our current government a competition with apartheid's idiot 'leaders'. Are you saying that the current government must match the old one in criminal mistreatment of the masses? In the misappropriation of tax? How about this government of supposed liberation uses modest cars and transport and actually tackles the real problems in this country?

      kala.bafazi - 2012-10-16 10:33

All that traveling! How come SAA is in a financial crisis??? The government had to bail SAA out to the tune of R5 Billion. So travel actually cost R9.4 Billion.

      rontheogre - 2012-10-16 10:56

Philemon, not even a tenth of what is being spent on Nkandla alone. But I am glad that you and other ANC supporters are inadvertently starting to compare the ANC with the apartheid government even if it is just to explain away the excesses of the ANC, despite that the ANC government operates in a democratic environment. If the apartheid government or its members had spirited away or misspent loads of moolah, do you really think the ANC would have wasted the opportunity to have them prosecuted? Not one case heard at the Truth and Reconciliation Commission was in regards to misspent funds, so no amnesty was applicable. So stop trying to justify or compare the rate at which "our" leaders are bleeding the country dry, you will fail. The funds spent by the apartheid government was mostly above board, and, unfortunately only to the benefit of mostly the whites in SA. The ANC government does not benefit the majority, but still a minority. No need to spell out who they are, you can see it by the cars they drive, the houses they buy, the parties they have and the rate at which their bellies grow.

      Willie - 2012-10-16 10:57

@ philemon.ndlovu.5 .Get it into your head that's is why we fought so hard to change the corrupt system. Now you want to justify the wrongs in goverment by comparing the 80' and now. when did you wake up

@PHILEMON: Did you not vote for freedom from the old? Let me just tell you, it is absolutely fine to be critical of your government. They are after all our servants - nothing more, nothing less - using our hard earned money to waste. So you please tell us what they spent on Vlakplaas or are you just trying to justify Zuma's spending. Does almost 5bn sound okay to you, while your hungry brothers believe the promises just before every election?

      sani.ghana.3 - 2012-10-16 11:57

I wish someone could take the present leadership to the nearest jewellery shop. Show them a Patek Philippe watch. Let them read aloud its pay-off line: "You never actually own a Patek Philippe. You merely look after it for the next generation." That should be South Africa's motto! Mr Zuma and the ANC, you don't own the country. You manage it on behalf of the electorate. This means a responsible, answerable leadership.

      greg.quinn.353 - 2012-10-16 10:05

Agree Tobie, I find it rather confusing. My question is, do the mass ANC voters not read about these issues in their local newspapers? Do they not speak to each other about these issues? The word of mouth is usually a powerful medium, I don't understand why it doesn't seem to work in this instance.

      ally.oh.7 - 2012-10-16 10:17

Hey Greg, the mass of ANC voters do not read; let alone read newspapers. They are the brain-washed mass and still believe ANC "gave" us freedom. Many do not have access to mass media except SABC --- and how much political impartiality do you think there is at the public broadcaster?

The president of Paraguay gives three quarters of his salary to charity and I think he drives a beetle. Yes, Paraguay is a small country. Heck, the more I think about it, the more it seems plain to me that we should all completely turn our backs on our government and form small collectives of self-governing, like-minded individuals. We can't change them, and it seems a trend in government (and Africa is full of examples) to establish power and never relinquish it, abusing the power involved all the time. African? It's really a world epidemic. Charge a bunch of humans with the task of governing and they will view that 'task' as a privilege and use it to further their own ends. I'm so sick of it. These expenses include a lot of things, people being moved around because of courses they have to go attend, promotion to the next rank being in another city (furniture removal costs), internal deployments which is something that happens alot in the defence as part of training. Medical appointments, someone working in Durban will have to be given transport n accommodation if they need to go see a medical specialist (whom in most cases are in Pretoria). Allowances should be given for meals whilst travelling. And remember if a department is given a budget, it has to use it, otherwise it's gonna be lessened in the following financial year. No cilized country anywhere in the world do this. Funny how they see to it that that realise they HAVE to spend this money, but the Free State Government that was allocated more than R4 million, for housing for the poor, NEVER used it and the Government took it back and gave it to other Provinces. doesn't add up at all. Rather take back this money!!! Think!!

All functions in the defence are held at the unit's/base's dining hall, and there's a drink limit as part of discipline. I don't know about the other departments but the defence plays by a whole set of different rules. Ppl move around a lot in the department, internal and external deployments are costly and you are not just moving people, equipment as well.

Everyone is entitled to their own opinions, but one thing I about journalists is that they will write just about anything to get their stories to be the most talked about or commented on. When it comes to the readers however, they want to discredit anything and everything the government does. Who actually needs a RDP house? No one. What ppl need are jobs so they can build their own houses without receiving them as handouts. That's where our government is lacking, but that doesn't mean everything must stop functioning because government needs to build people houses. I don't know anything about the police or justice departments, but the defence department has duties to be completed and travelling, food and accommodation is a requirement for those duties.

Who actually needs a RDP house?... our domestic & her 3 kids live in a shack behind somebodies house (pays rent). I'm sure she would love a RDP house - do you have any contacts?

Tommy.jones wat she actually needs is a pay increase, so she can go build her own damn house, she's not a slave to always be given things for free.

Oh she gets enough - she build her mom a house back in the Eastern Cape.

If she gets enough then it would be greed rather than need. Plus she wouldn't even qualify for it since she'll be able to build her own.

lets look at the numbers and not skin colour for a change. Lets say the ANC government officials had some kind of selflessness attributes and decided to rather send disadvantaged children to private schools thus propelling them towards a great future for themselves and future generations. The average cost of schooling per year at a private school (excl hostel fees) is R70 000. For schooling from gr1 to 12 would cost R840 000 per scholar. Taking the R4.6 billion that would give 5476 children the opportunity to a better future, which would in turn have a multiplier effect, in that their children and future generations of this 5476 would have an edge and would be pulled out of the cycle of poverty. But wait maybe purchasing a million king pies would be better choice of purchase. This is the problem throughout African politics there is a sense og myopia instead of looking at the long term.

Speaking of pies, a Prime steak pie and a Coke would go down well right about now.
