North West ANC 'embarrassed and shamed'

Johannesburg - The North West ANC was "embarrassed and shamed" on Thursday after the party's Potchefstroom mayor was replaced by a DA councillor.

Provincial African National Congress spokesperson Kenny Morolong regretted that ANC councillors helped pass a motion of no-confidence in the former mayor.

"The provincial working committee (PWC) condemns these actions, which are alien to our movement and an insult to our people, who have since 1994 consistently voted the ANC into power," he said in a statement.

"The removal of the comrade [Maphetle] Maphetle and his replacement with Prof [Annette] Combrinck has brought... embarrassment and shame to the ANC."

Smooth transition

Tlokwe (Potchefstroom) municipal spokesperson Willie Maphosa said Maphetle was voted out on Wednesday night, and Combrinck was voted in immediately afterwards.

The transition between the two mayors was "going smoothly" and the new mayor would address staff on Friday, he said.

Morolong said the motion was not an ANC decision, because it was "unknown to the organisation".

"The PWC extensively discussed this matter and committed itself to the re-instatement of... Maphetle as the mayor of Tlokwe," he said.

"The PWC will hold an urgent meeting with all ANC councillors today to communicate its decisions and the next course of action."


Earlier on Thursday, the ANC Youth League said the ANC had to recall its councillors in Potchefstroom.

"The African National Congress Youth League wants to emphatically voice its disappointment and displeasure at the conduct of councillors of the ANC in Tlokwe municipality," it said in a statement.

"It is expected that the national leadership of the ANC must act decisively and recall all those ANC councillors [who voted for the motion]," it said.

The North West Democratic Alliance said an ANC-driven motion of no-confidence in Maphetle was accepted, with 37 votes in favour and 13 against.

Combrinck became the first DA mayor in the province after defeating ANC candidate Lucky Tsagae by 20 votes to 19.


The national DA said its North West branch supported the motion because of allegations of corruption levelled at Maphetle.

Spokesperson Mmusi Maimane said the DA's "victory" showed how divisions in the ruling party were tearing it apart.

"The ANC in Tlokwe was so divided that it could not agree on a mayoral preference," Maimane said.

"For as long as the ANC in Tlokwe remains divided, the DA mayor will do everything possible to deliver the best services to the people of Tlokwe and display the DA difference in government."

The North West DA said the vote was indicative of the instability and infighting in the North West province.

The party's Tlokwe caucus leader Chris Landsberg said not all councillors had participated in the vote for the new mayor.

"A faction of the ANC left the chambers after the motion of no confidence was passed," he said.

Freedom Front Plus

The Freedom Front Plus said two of its councillors played a decisive role in the DA's victory.

"This is a telling example that shows that voters who support the Freedom Front Plus can make a difference in council decisions," provincial leader Pieter Groenewald said.

"It is also a good example that shows that different opposition parties have a right to exist, but can band together to oppose the ANC."

Several ANC members tabled a notice of a motion of no confidence in Combrinck shortly after she won the vote.

The national ANC said it would lodge a formal complaint with the Independent Broadcasting Complaints Commission after it was allegedly reported that executive member Jackson Mthembu attended the council meeting where Maphetle was ousted.

      @pdvermaak. Mosie van wantroue? Soos jy tereg vra "WHAT??!!!". Waarop is dit gebaseer? Die nuwe burgemeester was nog nie eers een minuut in haar pos toe word `n mosie van wantroue ingestel. Hieruit kan `n pragtige presedent geskep word om die ANC uit die stoel te hou. Die ANC het bewese onbeholpe diens / dienslewering terwyl die DA heel aan die begin is van hul termyn in beheer van Potchefstroom (Tlokwe). Dit is dus vir die ANC totaal onmoontlik om te wil beweer dat die DA nie Tlokwe behoorlik kan bestuur nie

      These statements of "embarrassment and shame to the ANC", "unknown to the organisation", "which are alien to our movement and an insult to our people", gives us a confirmation of what most ANC members think of employing the right person for the job, admits their support for fraud and corruption, and their distain for democracy, to such an extent that their statement is racist and spits on the idea of good and fair governance, and a thumbs up for the likes of Zuma and the forty thieves(I know there are a few zeros missing).

      We can wait and see... But I doubt what we'll see will be pretty. It's great to see some councillers do the right thing although it being to the detriment of their own party (great display of democracy), shows that even they are tired of weak management and corruption. I doubt that the DA will be able to much as the ANC and other forces will make it extremely difficult to accomplish even the simplest of tasks. You can be the most experienced and knowledgeable project manager in the world with the best intention, but you will not accomplish anything if your team under you doesn't respect you, and is trying to make you look bad so that they can get your job. I sincerely hope that the battle to come isn't to the detriment of the people who so desperately needs better services management in the area.

      its not just leadership, its a disease of non delivery of services,and corruption that people are fed up with. If the ANC had any muscle, than that should be of electing PROPER leaders in communities, and monitoring and evaluating service delivery , reducing and eliminating corruption which is rotten... its no use trying to save face.. save the name ANC , the culture, morals, values, principles of what Nelson Mandela stood for... you fail to realise that you are failing in doing the basics, you are responsible for the people... surely you cant believe that global politics and corruption is a norm and will last forever????? - 2012-11-23 10:47

      @Timmytomas, none of us make a differentiation between town and township(location), it is Potchefstroom or Tlokwe and it means the entire area, even the townships. We are all in this together and we all deserve good solid services, sewage and water etc. From the Bult to Ikageng.

    It would appear anything ANC or associated herewith are rather slow on the uptake... It really is wonderful to see a few of the recent reports of top ANC officials making smart decisions and shifting loyalty to the DA.. Now for the masses to wake up and follow .. Zoom zoom your time is nearing an end as your 'BOND DEBACLE' (amongst others) thickens .. You can kid a person or two once or twice ..       Agreed, instead of being 'embarrassed and shamed' they should be 'elated and excited'. We are all beyond the whole ANC vs. DA thing. Just give us someone, anyone, who can run a ward, municipality, province and country competently. If we could get a dwarf with one leg, one arm and one eye to do anything better than the riff raff we currently have, I'll vote for them!

It is seen as such great quality that the person with the highest charges against him (700 plus)for corruption was even made President of South Africa.

    I give it a week before she's kicked out and some arms are twisted to vote in another ANC councillor. Its a good sign that even in the Nothern Cape the bonds that held the ANC together in solidarity are being slowly broken. One by one, wards that have incompetent officials in power will vote in people who can actually do the job.

    And here I (as a strong DA supporter) was thinking, maybe I should just be fair and really try and listen and really hear what the ANC stands for, they just killed that thought! How can some senior members of the ANC and ANCYL rather want a corrupt person who clearly is not doing what the tax payers are paying him for, than give someone who might make a difference in ordinary people's lives.     She is more than capable of running that town! She was in charge of the university there and the people of that community (all of them, including those from the township) knows how capable she is. I remember when they offered her this huge house to live in, because she was rector of the university, she declined it saying that she has a house. It might not be as big and glamorous but that it is hers. She is AWESOME!!!!

    I prefer to draw some (maybe false) hope from the appearance that some members of the ANC might be waking up to the fact that they despise having corrupt leaders. Honestly, if the ANC had proud, intelligent leadership, would it be so terrible if they retained the major vote? If the honest members focused on booting out the bad eggs, not implementing stupid, self-serving policies, and if they distanced themselves a bit from people who shout when they make speeches, they could be a good party.
