Review number of provinces - ANC

Johannesburg - An ANC commission has adopted a proposal that the number of provinces in the country be reviewed, national executive member Nomaindia Mfeketo said on Friday.

"We made a concrete proposal at the policy conference - which was adopted - that we review, reduce and strengthen provinces, but what is more important in that recommendation is that this cannot be done through a thumb-suck," she told reporters at the ANC policy conference in Midrand.

"The president needs to appoint a commission... with expertise to deliberate on how to demarcate the country [and] what number of provinces do we need."

She said that with provinces, the country would always have "issues about hanging on as a unitary state".

According to a report earlier on Friday, the ANC commission at the conference agreed to reduce the number of provinces from nine to six.

Mfeketo said she had read the report, but that a decision would be made by a commission, which would be appointed by the president to review the number of provinces.

She said the process should be completed between 2015 and 2016.

Mfeketo said the commission to be appointed would have to take into consideration tribal boundaries when reviewing the provinces, especially in KwaZulu-Natal and the Eastern Cape.

"We are not going to be able to do away with tribal boundaries, but hope to tamper with apartheid boundaries... ," she said.

Commission member Lynn Brown said the issue of single elections was discussed.

"Two commissions agreed that the current system of separate elections will be retained," said Brown.

"But in the future, we will have a set [of] studies done on why it should be left that way."

She acknowledged that holding elections was expensive, but said that could not be the only reason to revert to a single election, instead of the currently separate local government and national government elections.

Mfeketo said the commission had also discussed the role of district councils.

"A district council can only exist where weak municipalities will never be financially viable," she said.

Commission member Yunus Carrim said national and provincial government had to get more involved in municipalities.

"This creates a more integrated state," he said.

"It's not ideological, it's practical."

Carrim said a more integrated state would accelerate service delivery.

      One would have thought that after 19 or so years of being in power the anc would have moved past "apartheid" but every time the powers that be make their momentus decisions to scrabble for power and votes the "apartheid" flag gets dragged out and waved around. "We are not going to be able to do away with tribal boundaries, but hope to tamper with apartheid boundaries... ," she said. In changing from 4 provinces to 9 surely the "apartheid boundaries" had already been removed? Will this governmentt ever move past waving the "apartheid" flag and actually do something towards making a better country for all the inhabitants?

    In short, the aim is to make the Western and Eastern Cape one Province again in order that the ANC gain majority rule there again. But to not make it to obvious, they will combine another one or two also just to be able to use as an excuse to those objecting against this.

So now it is apartheid's fault again that in 8 of the nine provinces government structures are non existent or in disarray! When will our moronic government admit that they failed from A to Z WITHOUT the help of apartheid. The logical thing for the present government is to admit their only goal was self enrichment and to ruin the country, step down and go into exile in China or Syria!

    The ANC government changed the country's 4 provinces to 9 and now they want to reduce it again. With 2 previous ANC City of Cape Town members on the commission, any guess what they are planning for the DA - led Western Cape? 2 billion for Swazi King, 2 billion for the president's new plane, 16 billion loan from SA to the IMF etc etc while kids don't have schoolbooks, NEWS24 reporting on Health Crisis in Eastern Cape. Priorities not in the right place.

    The Constitution would have to be ammended, a Unitary state is more prone to dictatorship, our federal state has checks and balances. Each sphere is interdependant and interrelated, dont mess with that. Just get rid of the duplication.

    Surely this would be unconstitutional. Where does this leave the voters rights in the Western Cape? Time to take the ANC to the Contitutional Court. If this happens the Western Cape will be financially sucked dry to support the Eastern Cape.

If the northern cape is swallowed by the western cape the voters will simply out vote them, giving DA two thirds of the country and will no longer be a South African enclave, now sharing a border with Nambia. The DA can fetch the rest of the country later viva to the Cape of Goodhope Republic

    I think its a good idea. the ANC are grabbing at straws, and combining some provinces could tip it either way. at this point the balance is on the the side of the DA. Combination can be a powerful tool, as for egsample(?), the eastern cape percentage plus the western cape percentage combined will still give a majority to the DA. Given of course the projected gains for the next election. It is an informed gamble as such, but the score is certainly leaning toward the DA. Thoughts?

    This is what the scumbags of the ANC do when they lose votes... Demarcate. They are already planning on demarcating the borders to regain Midvaal. They did it in KZN in my former constituency on the Berea.... Now they want to incorporate the Western Cape with the Eastern Cape or maybe the Northern Cape. Who knows where this will end?? This is surely illegal. It takes away the rights of the voters. This must go to the Constitutional Court. It has to be stopped now! Before we know it we will be like Zimbabwe and in a one party state because there will be no point in voting for an opposition party!

      It is quite possible that paranoia is grabbing S.A. Reducing the number of provinces, as everyone has pointed out, is more of a positive than a negative. The ANC's time may be coming to an end. The numbers of its electorate are sliding. Perhaps the attempt to postpone the inevitable will only see it slip down faster. People can see the writing on the wall. It's only a question of time now. The ANC should have left the race card behind - in 1994. The only thing that has ever united South Africans is the wish for unity itself, without racism. Any party that can deliver this will be the winning party in future. Gauteng rules! Why is the Western Cape the only important one?

      i think ANC realize the mistake made, nine provinces. amongst the only four are viable viz. GP, Ct, KZN & FS. for one simple reason they previously had the economic engines from the previous regime.(excl Kzn) the other provinces were from TBVC state and they were thriving economically. to bad the support and administration of them was not enough. if ANC intends looking into that the batter

    Nomaindia Mfeketo was one of the worst mayors cape Town has ever had, now she is trying to "re-invent the wheel" by changing back to smaloler amount of Provinces- Can ANC and their clowns not do anything original, instead of copying other peoples ideas, and supposedly " improving", all they end up doing is making a "hash up" trying to "fix" something which is not broken, and actually working. They have had 18 years of being "free" from apartheid, which if the ANC government was efficient, could have advanced the entire RSA, but all they have done is cause more racial tension, by their incompetence, and their followers are too stupid to see it.

    Merging Western Cape and Eastern Cape will not solve problems.The ANC has failed to deliver now they want to reduce the number of provinces because the DA is doing better than the ANC ie public administration.The ANC knows that they will never win a province like Western Cape. Some political parties and individuals have been saying the number of the provinces must be reduced but the ruling party didnt listen, why now?JZ and his deputy were part of the ANC leadership (they didnt listen)

      USA...Those Indians (Geronimo and his "impies") were taken from their land and put on reservations, African natives were sold to other countries all over the world to work as slaves...They had no rights at all...the list can go on and on...reality is reality (so yeah, call it this act or that act, the situation was still the same, I do not condone any such treament as it is inhumane, but dont think for one minute that SA is unique in this...just ask the Klu Klux Klan for one!!!! People need to remember the past, live for today and plan for tomorrow, but dont let it kneehalter you for what could be a much better situation for all.....if you only let go!!!
