Tender system dents ANC image - Zuma

Johannesburg - The tender system has caused harm to the image of the ANC and its government, President Jacob Zuma told ambassadors on Friday.

"There has to be a clear demarcation of responsibilities between those politicians who should not be involved in [the] supply chain at all, and those who do evaluations," he said.

Zuma was addressing ambassadors at the Sefako Makgatho presidential guest house in Pretoria.

He said in a speech prepared for delivery that the office of a chief procurement officer (CPO) would be established this semester to help tackle corruption.

"This will help to reduce problems in the supply chain management system."

"The tax clearance system would be enhanced to ensure that those who defraud the tax system do not benefit from government business."

In February, Finance Minister Pravin Gordhan said in his 2012 budget speech that government would appoint a CPO.

Competency of staff working in procurement would be reviewed and strict vetting of all purchasing officers would take place before any buying appointments were made, Gordhan said.

    What do you suggest just give the business to company's rather than tendering. Tendering is put in place to make sure all criteria's are met. But its only as good as the people controlling it. So the ANC are denting the ANC's image!

    We`ve got more than enough law enforcement agencies to deal with corruption. Some of them successfully gathered evidence which could have led to your prosecution Zuma. Are you now creating a CPO to bring more cadres on board the gravy train so that they can tie the hands of existing agencies as well as look the other way when rampant corruption which has become the order of the day under your administration carries on unabated?

      Yes, but typically Zuma he blames the tender system and not take responsibility for it himself. It is alleged that he also abused the tender system with one Nkobi Holdings.

    Yawn. Another layer of bureaucracy added to an already over-bureaucratic and totally opaque system. As others have commented here already, the underlying causes need to be addressed. The competencies, ethics and morals are simply not there. All that's happening now is that people who are doing the right thing - or are part of a process to uncover the rot - are being killed. I hope some reporter puts the question of increased murders of forensic accountants etc., to Zuma too.

    It's not the tender system that has brought the ANC into disrepute and made them into sameful thieves, it's the utterly corrupt and incompetent politicians and cadres who were appointed, by the president of the ANC, into positions of power so they can profit from abusing that power and defrauding the South African tax payers of billions of Rands. It's the president of the ANC who removed all the checks and balances to ensure a fair tender, disbanded the scorpions and then made stealing from the state an event that carries no recourse other than suspended on full pay, or promoted laterally to another position when found guilty instead of sitting in jail... The problem is not the tender system sir, the problem in YOU!

    Corruption will not be solved by having a CPO. Everybody in the ANC thinks its their god given right to profit from government tenders. Even when they are caught being corrupt, no action is taken. Ministers award tenders to their spouses and nobody thinks this is wrong. How will a CPO solve this mind set? The rot starts at the top.

    The Municipal Systems Act 2000, drafted by an ANC card-carrying member Professor Scheepers, contemplates the corruption we know. Section 78(1)(a)(ii) foresaw the lack of capacity of Municipalities internally. Section 83(1)(e) favours small emerging businesses. Harmless provisions on the face of them, but quite unnecessary. Skilled Municipal staff were fired, and cadre tenderers are paid in advance. But this is not what Zuma and Gordhan identify.

It's endemic in the ANC culture and starts right at the top with the Spearman himself: Arms deal, using every possible & even unlawful means to avoid the court, firing whistle blowers, no accountability, cronism from top to bottom, nepotism, screwing every poor soul left, right & centre even scholl children doomed by the ANC to a future without hope, and so it goes on. Thinking he could get away by ordering 2 VIP aircraft for himself & the VP in excess of R2billion with the help of his pal, the Minister of Finance. Keeping the Mac, himself a crook as spokesman for the Presidency and Manyi - an arrogant racist - as spokesman for the cabinet. Communists in ministerial and other seior positions in government, reckless blue light brigades, e-tolling and ending the rules to suit them where possible, and of course racism where ever you look,etc. So, yes, for starters no credibility and add to that the ANC's active participation in and condonation of abuse, fraud & corruption in every sphere of government, gross & unforgivable incompetence (i.e. Angie in education)and you have a recipe for disaster even a zipper with Std 3 can articulate provided it's in written form by a bent speech writer!.     The tender system is a good system and works everywhere in the world except here in south africa. Why, its those people working with the tenders that are crooked. They inflate the tenders so that all the crooks involved get a huge slice of the cake. Most of these companies have some or other connection to the ANC big nobs and are actually fly by night companies that dont even have the equipment to handle the tender.

    Tender system? what tender system? this system should be on an anonymous system, where whoever grants the tender, does not know WHO he is awarding it to, but based on financial criteria,phase 2 should then examine the credentials of the winner to establish credibility and history. Not Nepotistic cadre allocation as is at present, any Government connection should then be tossed out.
