Tender system must be banned - YCL

Johannesburg - Government must ban the tender system in order to prevent corruption, the Young Communist League (YCL) said on Saturday.

"We believe that the shortage of medicine, textbooks, education and health infrastructure and many other state shortfalls are as a result of the tender system," it said.

"[Tenders]...corrupted our public service and our politics to the detriment of our society and the confidence it has in our government."

The league said it was prepared for the SA Communist Party's (SACP) 13th national congress next week.

Some of the resolutions adopted at the league's national working committee (NWC) meeting on Friday included pushing for a special resolution for the complete banning of tenders at the congress.

Absolute freedom

Spokesperson Mangaliso Stalin Khonza said the call for "economic freedom in our lifetime" was misguided as all freedoms could not be separated.

"The [NWC] seemed to be responding to yet another wrong, ideologically incoherent... call for economic freedom in our lifetime.[It] believes that we must assert the basis of our struggle as that of attaining absolute freedom in social, economic and political terms," he said.

"Our struggle must be to liberate blacks and Africans from economic and political bondage through the building of a non-racist, non sexist and democratic society."

He said the issue over land distribution was more central to liberation.

"Blaming government as the sole party responsible for the slow pace of land redistribution must no longer be tolerated," the statement said.

Khonza said the league would push for strengthening the SACP's leadership capacity by proposing that three deputy general secretaries be appointed.

      There are excellent infallible systems on the Market that eliminate any sort of manipulation, many massive Corporations subscribe to them when putting out major tenders, unfortunately Government is unwilling to subsgribe, you work it out!. Check out Sentigol and Tendersure.

      Tesco Supermarkets change their buyers every two years to prevent corruption. In the 10 years I dealt with Tesco, I met 4 buyers dealing only with building material purchases for new store builds. They then put the newbuild out to "E tender" where you have to submit your tender live and online. not much chance of corruption there.

    As stated it is not the system, but the administrators - BUT the tender system is rife with opportunity to do the wrong thing - it is to complex, and everywhere complex negotiations are going on corruption rears its head. Especially over here. Things are not bargained to specification - ie. best books, best road surface,best naval solution - it is done to a price. Tender systems makes governments lazy - instead of doing the research to see for your self who you want to do business with, you ask people to come and tell you how good they are

    TENDERS DON'T DO ANYTHING, and are governed by regulations and rules and laws. The Blackened transformed CRIMINALS that have subverted the way these are regulated and issued are what is at fault and should be disciplined severely, punished and forced to reimburse the state and everyone that has lost heavily in so many ways from these deals, with interest on top of it. Typical for communist mentality to try and come up with a belated trump card which is entirely too "Simplistic and Extreme" but then again, not unexpected from that bunch of moegoes.

    If the tender process was used correctly, the tax payer would be paying for the tenders at a less price than normal, which is they way it works all over the world, giving everybody a fair chance with the Government spending the tax payers money wisely. Unfortunately it doesn't work like that in this country, 1/5th of the population is excluded from the process immediately because of skin colour, the rest are excluded because they are not related or haven't paid enough for the bribe. Hence, not only is the tax payer paying an inflated price for goods or work carried out, they are paying for the bribe as well. When you hear that a job was over priced by 5 million, that 5 million is what you the tax payer has paid to some official as a bribe, the same person that is supposed to give us the tax payer value for money. But there are those of you that will vote the same official back in to office, and then complain about service delivery. So if the said official is willing to risk Cadre redeployment, do you really think he cares about you the normal person trying to scratch a living and put food on the table for your family. I don't think so? Redeployment generally means promotion in to a better job with more opportunities to defraud the tax payer.

    Tender system will always be floored no matter what you do. Somebody will be corrupt who handles the tender system. It seems to be a way of life. Even in the old days there was manipulation but today is has grown to manipulation and corruption because the tenders are given to family or friends of cadres via manipulation and corruption because these tenders have been inflated. I dont see a way of stopping this.

    About the only thing a newly appointed Government Official concerns himself with, when appointed, is how fast he can authorize a tender. Perhaps, if somebody explained to them, that they do get pensions when they retire, they might even try and find out what they were employed to do, in the 1st place.

      It only failed to deliver because the people - who have been voted into power by the way - are failures. You can't blame guns for the shooting of people and you can't blame cars for the accidents....People are the problem. If these power hungry and selfish gravy train officials stopped their corruption then it would start to work. Any new system would also be corrupted.

Team Zuma are not even bothered with running the country, all they are doing is trying to secure a seond term (and have been for at least 12 months). As you would have heard, they can't even deliver text books to our poor kids, sadly at disadvantaged schools.ANC ministers kids go to Private Schools like Mchaelhouse.

    There is nothing wrong with the system, treasury regulations promotes honest, open, fair and transparent tender processes. The problem is that no criminal action is taken against those who fraudulently flout the regulations. That is why corruption is will continue. Lack of bringing criminals to book.

    There is nothing wrong with 'the tender system' but there is a great deal wrong with the way it is administered under the ANC. Tenders used to be a open and very transparent process - government tenders were published daily including local government tenders etc and interested parties could tender. The process of revealing who won the tender was open and accessible - the names of companies and the prices at which they won the tender were read out at an appointed public meeting, for example in local council chambers - anyone could attend. I know this because from 1977 - 1980 I dealt with tenders for fuel and lubricants to municipalities all the time for a major oil company. I want to know, when did the ANC change these rules - and why?
