Thousands have duplicated IDs

Pretoria - There are 121 000 South Africans who have more than one identity document or are sharing an identity number with someone else, home affairs officials said on Thursday.

"Currently there are 83 000 South Africans having two IDs at the same time, with a further 38 000 others sharing the same ID numbers," director general Mkuseli Apleni told reporters in Pretoria.

He said the prevalent cause of the duplicated IDs was the manner in which the department issued new green ID books after 1994.

"With the advent of democracy and the amalgamation of the various home affairs departments which served different nationalities, some information was not captured on the national population register, leading the department to issue new IDs."

Corruption and fraud

Apleni said another problem was people giving incorrect information when applying for new identity documents.

People trying to avoid paying their debts would, for example, apply for a new identity document claiming they had lost the original.

In the process they would supply the department with a new birth date, claiming the old one was incorrect, said Apleni. They would then be issued with a new ID number.

Apleni said corruption and fraud had also contributed to the number.

He said there was a trend where home affairs officials were found stealing a child's registration number and using it in an adult's new identity document.

When the child reached the age where an identity document could be issued, they would end up using the same ID number as the adult who had stolen it.

Apleni said the department would compile a list of all South Africans who were affected and ask them to approach the department to fix the problem.

"Minister Nkosazana Dlamini-Zuma is fully cognisant that these duplicate IDs create a situation in which lives of ordinary people [come] to a standstill, in that they are unable to transact with business, banks and government agencies."

    No wonder I have waited 13months just to have my passport stamped by Home Affairs to acknowledge I am a resident of S.A. They are too busy issuing duplicate ID Books!!!

    Lol, I'm on of the 83 000 with two IDs (lost ID behing the dryer, found it several months later)! Apparently they cancel the "lost" one but my "lost" one still works perfectly!

      What does he need the 3rd one for? Other debts, a BMW, house in the burbs? Should definitely be reported for fraud for the disability one if he works full time. Mind you I know people who work and receive disability with just one ID book. It's a great life if you don't care about ethics and how your actions affect people who are genuinely disabled. If your job makes you sick why not leave and find one that doesn't? Taking that severance and disability grant from someone and also working and earning is breaking the law.

    The method of assuming the identity of a child, often a child who had died before being old enough to get a passport or id, is neither new or unique to South Africa. It was made famous by the film 'The Day of the Jackal' and was still used until very recently in the United Kingdom where they don't even have ID documents, only passports. In fact, it was actually called the Day-of-the-Jackal method...

    This is crazy!! So, i can go to home affairs, tell them my birth date and without them requesting for my birth certificate, i would be given an ID!!! This is ridiculous, laughable!

If your old ID is stolen they re -issue with the same details how can you give a new birthdate

    It's a good idea to identify those who share the same ID number. It would go a long way to ameliorate the problem that people have with their creditors and credit bureau. I am sure many are listed on credit bereaus for credit that they don't know anything about. The department of Home Affairs must be commended for the good move. It has my full support.

    I had an employee who had a duplicate I.D book. The holder of the one I.D document worked for a company in JHB, while the other in Springs. I found this out when my employee absconded without notice, and had the cheek to take me to the CCMA. I called UIF department to find out where he might be employed, because he claimed he was sitting at home. That is when I was told by the UIF that the holder of this ID no. was for a Fransisco and they had him on record as employed by 2 companies full time. The person I employed preferred to be called Sergio. Now who was who ?. Stangely he disappeared and was never seen again...... UIF did not seem worried, but the other employer did, when I called them....

    Do you realise that if you have 2 or more id's, you can collect more hand-out's from the government as your id is all you need. I would actually think that some people might have 5 or more.
