In this edition of Frontline, News24 editor-in-chief Adriaan Basson dissects #Budget2020 with Public Enterprises Minister Pravin Gordhan. Joining them for the panel discussion in Cape Town is Nazmeera Moola, the head of investments at Investec Asset Management, and Cosatu's parliamentary coordinator, Matthew Parks.

Finance Minister Tito Mboweni delivered his address on Wednesday, announcing a proposal to cut the state's wage bill by R160.2bn over three years. Parks strongly criticised the move, stating National Treasury wanted to "throw the workers under the bus".

The proposed wage bill cut was one of the key announcements in the 2020 Budget as South Africa battles unemployment, low economic growth, the likelihood of tax revenue shortfalls and warnings of a possible downgrade by Moody's.

But while its income is under pressure, the government is spending much more, including R112bn to keep Eskom afloat over the next three years, R16bn to settle SAA's debts, and to fund free university places.
