Annan asks all Syrians to lay down arms

Beirut - Special envoy Kofi Annan said on Monday he was horrified by a gruesome weekend massacre that killed more than 100 people in Syria, and called on "every individual with a gun" to lay down arms and stop the killing.

Annan arrived in Damascus on Monday for talks with Syrian President Bashar al-Assad and other senior officials.

"I have come to Syria at a critical moment in this crisis," Annan said as he arrived in Damascus on Monday. "I am personally shocked and horrified by the tragic incident in Houla."

He called on all sides of the conflict to end the bloodshed.

"This message of peace is ... for everyone, for every individual with a gun," he said.

The mass killings Friday in Houla, a collection of villages in the central province of Homs, prompted sweeping international criticism of the Syrian regime, although differences emerged from world powers over whether his forces were exclusively to blame.

Syria's strong ally, Russia, said both the regime and the rebels were to blame.

"Both sides have obviously had a hand in the deaths of innocent people, including several dozen women and children," Russian Foreign Minister Sergey Lavrov said on Monday. "This area is controlled by the rebels, but it is also surrounded by the governmental troops."

Lavrov spoke after talks with visiting British Foreign Secretary William Hague in Moscow.

Syria has strongly denied allegations that its forces carried out the killings, but the UN Security Council after an emergency session on Sunday condemned government forces for shelling residential areas.

    How can he expect them top lay down arms when the government has proved they will torture and murder people without conscience as they have been doing for decades? If I had seen my mother, and brother and friends die in front of me, I would not lay down arms He really needs to wake up and do something about it. The damage of diplomacy is already too much.

      What does that even mean, Patrick, in the context of Syria, where Syrians are being butchered by a cold tyrant, because the US and freer world are not involved at all? Do you not see this? In Libya, 72 people lost their lives in all the NATO bombardments that successfully de-toothed Gaddafi who had gone mad. Imagine how many lives would be saved were the world united against Assad. Thousands, tens of thousands. This is where your energy should be going, not these delusional comments that are so weak and ineffective.

    They are no different than the old Libya, sending in tanks against the people and killing bystanders. This will end up in a ICC court one day as one of the worst human wrights violation ever of this century.
