Washington - Secretary of State Hillary Rodham Clinton has telephoned the Russian and Chinese foreign ministers as the United States works to get a tough UN condemnation of North Korea's missile and nuclear tests.

State Department spokesperson Robert Wood said Monday that the Obama administration wants a "strong, unified" message sent to North Korea that its "belligerent" actions have consequences.

But Wood says the United States also wants North Korea to return to stalled six-nation nuclear disarmament negotiations.

Wood says any further missile launches by the North would violate UN resolutions.

Asked if the US was reconsidering its approach to the North, Wood says that "because things haven't worked doesn't mean you don't keep trying".
