Over the past five years, the financial decline in the country’s eight metro councils, which should be the engines of the economy, has been even faster than in smaller municipalities. Six out of every 10 local municipalities in South Africa are not financially sustainable and are probably dysfunctional in terms of service delivery.
The only exception is the Western Cape, where municipalities are generally financially sustainable.
