Finance Minister Tito Mboweni’s wholly predictable and lacklustre budget may well trigger a long, drawn-out and sporadic war of attrition on the labour front.

Because Mboweni, as predicted, failed to move beyond the narrow parameters of neoliberal orthodoxy, his budget was high on hope and hopeless in terms of a better life for all.
