This information is contained in an affidavit that department head Cain Chunda deposed to the Hawks on June 7 to persuade them to investigate criminal charges against the officials, who allegedly contravened the Public Finance Management Act (PFMA) and Public Service Regulations.
Chunda said in his affidavit that one of the officials authorised the payment of R10.7 million and R21.9 million to two companies, respectively, which themselves were appointed irregularly. The other official was involved in acts of misconduct that allowed for the two payments to be made.
