The Nehawu branch of the GGB alleged that two senior officials bypassed the Public Finance Management Act (PFMA) by splitting the payment to a legal firm into parts to bring it under R500 000, so that it complied with the provision that quotations below that threshold could be sourced from registered companies in its panel of suppliers.
